Moins-values de recettes, croissance revue à la baisse…: Les détails du 2e Projet de Loi de Finances rectificative
Tomorrow, Tuesday, the draft second amending finance law (LFR-2) for 2025 will be examined in the National Assembly. In its draft text, reviewed by Seneweb, the Government justifies this new amending finance law by taking into account several new elements that require legislative intervention to ensure the accuracy and regularity of public accounts.
Revenues are down
The primary reason remains the decline in revenue. Indeed, domestic revenue fell by 21.2 billion FCFA. External revenue also decreased by 116.6 billion FCFA. Consequently, the revenue expected by the State of Senegal at the end of December 2025 stands at 4,361.1 billion FCFA, compared to a target of 4,382.3 billion FCFA set in the first amending finance law (LFR-1) of 2025.
However, the government points out that domestic revenues have increased by 484 billion CFA francs compared to the 2024 fiscal year, representing a 12.5% increase. According to the government, "despite the slight downward revision for 2025, the revenue collection trajectory remains satisfactory."
Donations are declining
Capital donations are also on a downward trend. They too are expected to decrease by 81.6 billion FCFA compared to the first amending finance law (LFR-1). Their projection has been revised down to 160 billion FCFA, compared to the 241.6 billion FCFA projected in the first amending finance law (LFR-1).
The Government explains this decrease by citing "delays in the implementation of certain projects financed by development partners, notably due to longer-than-expected procurement procedures and technical constraints." Budgetary grants are also expected to decline by 10 billion FCFA by the end of December 2025, compared to a forecast of 45 billion FCFA, representing a decrease of 35 billion FCFA.
Capital losses of 137 billion
"Overall, the shortfall in budget revenues (internal and external) amounted to 137.8 billion FCFA at the end of December 2025, reflecting a 3% decline in revenues compared to the forecasts of the LFR-1. However, budget revenues for 2025, compared to those of the 2024 financial year, are up by 11.6% or 464.9 billion FCFA," the government states in its document.
To maintain budgetary balance in the face of reduced revenue, the Government has adjusted expenditures. These have also been revised downwards by 137.8 billion FCFA. Based on these adjustments, the real GDP growth rate is expected to be 7.8%, compared to the initially projected 8.0%. The tax burden is projected at 18.9%, and the deficit remains at 7.82% of GDP.
