Nairobi : Thérèse Faye appelle à faire des coopératives un pilier de l’économie africaine
The 14th African Ministerial Meeting of the Conference of Cooperatives, held in Nairobi, was marked by the official launch of the Model Law on Cooperatives for Africa.
The Honorable Member of Parliament Thérèse Faye, Chair of the Monetary and Financial Affairs Committee of the Pan-African Parliament (PAP), took part in the meeting, along with several African ministers, heads of international organizations and stakeholders in the cooperative movement.
This launch marks an important step towards the recognition of cooperatives as a driver of economic development and empowerment across the continent. This model law is the result of a partnership between the Pan-African Parliament and the International Cooperative Alliance (ICA-Africa). It aims to provide African Union member states with a common legal model to govern the governance, regulation, and operation of cooperatives. “This model law is a flexible instrument that African states can adapt to their national realities,” explained MP Thérèse Faye in her speech. She praised the collaboration between legislators, experts, and sector stakeholders who contributed to the development of a text “carrying a true African vision of inclusive development.”
The initiative, launched in 2022 following an official request from ACI-Africa, has undergone several stages of consultation. In August 2023, a validation workshop was held in Nairobi, bringing together parliamentarians, civil society representatives, and cooperators from the continent's five regions.
These consultations made it possible to enrich the first version of the text before its adoption, in June 2024, by the plenary of the Pan-African Parliament, according to Ms. Faye, who added that the text was then presented to the 46th session of the Executive Council of the African Union, held in February 2025 in Addis Ababa.
National ownership expected
Addressing African Ministers of Cooperatives, Thérèse Faye urged each country to adopt the model law and defend it within its national institutions. "We are confident that you will take over and defend this law in your countries. As parliamentarians, we are ready to support you in this process," she urged.
She also advocated for cooperatives to occupy a central place in national economic policies. "We want to build an African economy that serves the majority, not the few. Cooperatives must become a pillar of our economies, as they embody the values of solidarity, justice, and sharing."
The chair of the PAP's Monetary and Financial Affairs Committee emphasized that this model law is part of the vision of African economic sovereignty based on cooperation and local production. "The Pan-African Parliament is proud to present this law, the fruit of collective work and a shared ambition. May we, through it, build a fairer, more inclusive, and more sovereign Africa," she concluded.
