Petrosen : une troublante pluie de milliards de francs CFA entre 2021 et 2023
The verdict is clear: the data concerning Petrosen included in the 2024 EITI report is neither exhaustive nor reliable. And for good reason. The authors of the audit, conducted between November 15, 2024, and April 2, 2025, point to "shortcomings in terms of transparency and budgetary traceability." These concerns opaque operations carried out between 2021 and 2023. Libération listed these shortcomings in its Thursday edition. We have identified seven of them.
1. GTA/Sangomar, combined debts
The increased costs of Phase 1 of the GTA and Sangomar projects required additional financing. However, the details of this financing were not disclosed. Moreover, the debts listed in Petrosen's financial statements, which borrowed from BP and Kosmos for GTA and from Woodside for Sangomar, do not allow for a distinction to be made between the amounts allocated to the gas project and those allocated to the oil project.
2. Ghost Convention
In repayment of a loan granted to finance operations to control a fire at a gas well located in the Sadiaratou operating area, Petrosen declared that it had received 107 million CFA francs and then 28 million CFA francs from Fortesa. The Senegalese company specified that the repayment terms are defined in a funds advance agreement binding the two parties. But there is a problem: "The said agreement was communicated, but it was not published," according to the EITI report.
3. Untraceable financing
While Petrosen shows in its 2023 financial statements that it financed two of its subsidiaries, RGS and Petrosen EP, to the tune of 9 billion 848 million 700 thousand CFA francs, "no additional data on this financing could be collected as part of this report [EITI 2024]. [In addition] the Public Treasury did not report any loans granted to extractive companies," the auditors report.
4. Three banks, 125 billion CFA francs and total uncertainty
As part of strengthening its support for Petrosen, for the settlement of its participation in the Sangomar project, the State has entered into an agreement with three banks (CDS, BSIC and Citibank) for direct financing of approximately 125 billion CFA francs. "The precise financial conditions of this financing (interest rates, repayment schedule, guarantees) have not been made public," the report notes.
5. Curious cancellation of debt
Petrosen's 2022 financial statements revealed a write-off of a debt owed to the State of Senegal. However, the report notes, "the amount of this debt was not explicitly mentioned and no official link was established between this write-off and the funding received from the State in 2022."
6. Suspicious retrocession
The Court of Auditors' report published in June 2024, included in the 2024 EITI report, mentions a gap of 117.54 billion CFA francs between the State's surplus financing in 2021 (238.24 billion CFA francs) and the amount carried over to 2022 (120.70 billion CFA francs). Explaining this discrepancy, the Ministry of Finance and Budget indicates that this is a transfer of funds to Petrosen, under an agreement concluded with the State of Senegal to finance its participation in the Sangomar project. But, the auditors object, "the Court of Auditors emphasizes that this transfer was not recorded in the State's financing table, which compromises budgetary traceability and limits the assessment of the impact of this financing in the public accounts."
7. Unclassified financing of 45.9 billion CFA francs
Repayable loans or indirect subsidies? Citing the Court of Auditors' report on the state of public finances between 2019 and March 2024, the authors of the 2024 EITI report question the nature of the financing granted by the Senegalese government to two Petrosen subsidiaries, SAR and Petrosen TS, for a total of 45.9 billion CFA francs. "Moreover, no information on the financial conditions of this financing has been made public," the report insists.
