Ressources pétrolières : Dr Fall Mbaye plaide pour une revalorisation des contrats et une consolidation du raffinage

A revaluation of oil contracts
According to Dr. Mbaye, a large proportion of exploration agreements were concluded under the 1998 petroleum code, which was much less advantageous for the state. "When you take $100, 75% is absorbed by development costs. The state shares the remaining 25% with the operator," he explains. With the 2019 code, the situation changes. "The state has opted not to share a fixed 25%. On the contrary, it shares what is called an oil profit, that is, a profit that grows with cumulative production. The more you produce, the more the state's share increases," Mr. Mbaye emphasizes. This mechanism is considered fairer and more protective of national interests. "That's why we say the new code is more advantageous than the old one," he adds.
SAR, the key to energy sovereignty
Furthermore, Dr. Mbaye emphasized the need to strengthen the national refining industry around the African Refining Company (SAR), which he considers a central pillar of the sector. "Without the SAR, the country's economy cannot function," he emphatically stated.
The SAR's expansion, through the "SAR 2.0" project, aims to enable Senegal to cover its domestic consumption, estimated at three million tonnes, while aiming to export to the sub-region. "The SAR is in a process of expansion to not only cover Senegal but also export," he said.
