Salaires, factures, dettes…: Ce que l’Etat a dépensé en six mois (2nd T)
The Ministry of Finance has published its budget execution report for the second quarter of 2025. The report revealed the state's major expenditures during the period.
In six months, from January to June 2025, the Senegalese government spent 724.1 billion CFA francs to cover the payroll of its 188,576 employees. An increase of 22.9 billion CFA francs (3.3%), compared to the same period of the previous year, the report states.
A water bill of 19 billion CFA francs
The document just released by the Ministry of Finance also shows that the state spent 162.6 billion on the acquisition of goods and services. General government services accounted for 39.2% of these purchases (63 billion), notably for the payment of the government's water bill, which reached 19.5 billion.
As for the heavy public debt, the State disbursed 501.1 billion CFA francs to meet the financial charges of its debt. Thus, 403.5 billion CFA francs were devoted to the charges of the external debt and 97.6 billion CFA francs to those of the internal debt.
"Year-on-year, they recorded a significant increase of 290.78 billion CFA francs, mainly due to the assumption of bank debt contracted without parliamentary authorization in the State's outstanding financial debt," the Ministry of Finance stated in its report.
