Secteur de la construction : Le génie civil en chute libre, le bâtiment à la peine
According to the latest analysis of the Construction Industry Turnover Index (ICAC) published by the ANSD (National Agency for Statistics and Demography), the Senegalese construction sector is going through a turbulent period. In the third quarter of 2025, the sector's overall turnover fell by 4.3%, weighed down by a dramatic collapse in civil engineering.
The construction economy is slowing down in Senegal. The cumulative figures for the first nine months of 2025 confirm a strong trend: the sector is recording an overall decline of 12.9% compared to the same period in 2024.
The civil engineering sub-sector, which encompasses major infrastructure projects, is experiencing the most severe downturn. The ANSD notes that, compared to the third quarter of 2024, "the turnover of the civil engineering sub-sector has decreased by 23.2%."
This decline is even more pronounced in the long term. Year-to-date, activity in this sector "decreases by 31.8% compared to the same period in 2024." This drop in major public and industrial projects is the main factor driving the overall decline in construction revenue.
The construction sector is not immune to this gloom, although the decline is more contained. Turnover fell by 4.9% this quarter, a drop mainly explained by "the decrease in the amount of work related to real estate development (-36.2%)."
However, a glimmer of hope remains in residential and private construction. The statistical agency points out that, on the other hand, "turnover in building construction for third parties improved by 3.8% over the period under review," a sign that demand from individuals and private investors remains resilient.
Amid this bleak picture, specialized construction activities (electrical work, plumbing, carpentry, etc.) are showing remarkable strength. This segment recorded a spectacular increase of 53.1% in the third quarter.
This exceptional performance is "attributable to an increase in revenue from other specialized construction work as well as an improvement in revenue from installation work (+53.7%)." However, this improvement is slightly tempered by "finishing work," which has plummeted by 44.1%.
Ultimately, while the construction sector as a whole is shrinking, the dynamic seems to be shifting from major infrastructure projects to finishing trades and technical installations, reflecting a profound transformation of the construction market at the end of 2025.
