Sénégal : Vers une restructuration de la dette dès 2026, selon Bank of America
Bank of America believes that a restructuring of Senegal's external debt is becoming increasingly likely by the second half of 2026, as the country struggles to manage billions of dollars in undisclosed borrowing by the previous administration.
Dakar is continuing protracted discussions with the IMF for a new financing program, but the American bank warns that a moratorium on external debt, followed by restructuring negotiations, now appears to be the most realistic scenario towards the end of 2026.
This analysis comes as Senegalese bonds fell on Wednesday, reaching new lows, notably the 2031 bond which fell to 62.67 cents.
The government continues to assert that it will honor its commitments, despite recent statements by Prime Minister Ousmane Sonko mentioning IMF pressure to restructure — an option he described as “shameful”.
Bank of America warns, however, that without IMF support, the country would have difficulty meeting its financial needs in 2026, which would require 40% more financing than in 2025. The bank also estimates the potential recovery value at about $40 for every $100 of face value.
Finally, Senegal is estimated to have contracted between $750 million and $1 billion this year in total return swaps backed by local debt. The triggering of these instruments, often linked to a downgrade of the sovereign rating, could create significant financial pressure and accelerate a restructuring scenario.

Tant que Ousmane Sonko est premier ministre, ce gouvernement n’acceptera pas la restructuration que veut imposer le FMI. Si Diomaye vire le premier ministre pour ça, son mandat sera fini.

Le Sénégal n'a pas besoin de l'argent du FMI même si c'est à bon marche. Le Sénégal a juste besoin de l'accord du FMI pour satisfaire les investisseurs. Le Sénégal a même proposé un programme SANS FINANCEMENT avec le FMI qui a refusé, se rendant compte que ça va arranger le Sénégal.
Donc le Sénégal n'a pas besoin de l’argent du FMI mais juste d'un programme pour satisfaire les bailleurs et investisseurs.
