Transferts d’Argent : La nouvelle taxe de 0,5% entre en vigueur au Sénégal
The Professional Association of Payment and Electronic Money Institutions of Senegal (APEP/EMES) published a press release on November 28, 2025, clarifying the implementation of the Tax on Money Transfers (TTA). Established by the Finance Law and officially published in the Official Gazette on October 2, 2025, this tax is now in effect.
The Association points out that the implementation of the TTA is the sole responsibility of the State of Senegal.
"It is part of the Economic and Social Recovery Plan (PRES) and aims to strengthen public resources. Banks and payment institutions are neither the initiators nor the beneficiaries: their role is limited to collecting the tax and paying it back to the public treasury," the statement specifies.
The VAT is set at 0.5% of the amount of each transaction. It applies to electronic transfers, withdrawals, and payments, according to the terms defined by regulations. However, in order to preserve financial inclusion and avoid penalizing essential services, certain transactions are exempt. Salaries, student grants, cash deposits, and bank transfers are not subject to this tax.
Founded in 2025, the Association brings together the main players in digital payments in Senegal. It affirms its commitment to ensuring transparent and harmonized implementation with the authorities, to informing the public to counter misinformation, and to maintaining user confidence in digital financial services, considered a major driver of economic transformation.
In conclusion, the Association states that it is committed to supporting the implementation of the TTA in a spirit of consultation and transparency, while recognizing the economic imperatives that motivate this reform.
