Crise étudiante - La proposition de Talla Sylla : ”Financer l'avenir, pas les apparats"
“The time for half-measures is over. Faced with this unprecedented student crisis, symbolized by months of unpaid scholarships, it is imperative to revise the allocation of public resources to reflect the true priorities of the nation.” This is the conviction of the former mayor of Thiès and president of the Jëf Jël party. Through a proposal, Talla Sylla recommends “Financing the future, not the trappings.”
“1. Reform of the parliamentary mandate: From salary status to citizen's allowance”
The proposal to make parliamentary mandates unpaid is a major lever for generating significant funds and restoring confidence in political engagement:
The mandate of a member of parliament should be considered as a service to the Nation, a civic commitment, and not as a high-level job.
• Make parliamentary mandates unpaid, replacing them with simple, capped session allowances. These allowances would cover travel, accommodation, and living expenses only during periods of actual work at the Assembly.
• Eliminate the fixed monthly salaries of Members of Parliament, as well as the majority of fringe benefits (company cars, fixed representation expenses, etc.), which are often justified only by political affiliation.
2. Drastic reduction in government spending
The measures already announced in the past for the rationalization of the state's lifestyle must cease to be pious wishes and become immediate budgetary realities.
• Reduce the operating budgets of non-essential agencies, departments and entities whose very existence is often political.
• Cut down prestige spending, non-vital overseas missions, the administration's car fleet and excessive representation costs.
• These savings are not an option, but a duty of budgetary restraint in the face of the distress of young people.
Priority: Funding Elite Training
All savings achieved through reform of parliamentary funding and reduction of government spending must be reallocated, as a priority, to securing funding for higher education.
The Goal: A Student Security Fund
A National Emergency and Security Fund for the Stock Exchange (FNS-Bourse), financed by these savings, must be created with a clear mandate:
• Full payment and zero arrears: Ensure immediate settlement and advance funding of all student scholarships and grants (UCAD, UGB, and other institutions).
• Infrastructure: Use surplus funds to improve the capacity of universities (rehabilitation of student residences, construction of new lecture halls, equipping of laboratories).
The political choice: privileges vs. the future
This proposal establishes a strong and necessary political contrast:
• On one side, we have the funding of the privileges of representatives who, for many, represent only themselves, costing the Nation dearly without bringing any direct benefit to the population.
• On the other hand, we have the investment in the survival and excellence of our elite in training, which is the true engine of our national sovereignty of tomorrow.
As long as the privileges of elected officials weigh more heavily in the budget balance than the survival of our emerging elite, the social contract will be broken. Senegal must choose: finance its past (through privileges) or invest in its future (through education).

En appelant à la gratuité du mandat parlementaire et à une réduction réelle du train de vie de l’État, vous osez toucher à ce que beaucoup considèrent comme intouchable. C’est une preuve de leadership et de cohérence, car on ne peut prétendre vouloir sauver l’université tout en continuant à financer des dépenses de prestige sans impact pour les citoyens.
L’idée d’un Fonds National d’Urgence et de Sécurité pour les Bourses est visionnaire. Elle offre une solution durable, structurée et orientée vers la stabilité, là où les étudiants n’ont trop souvent eu droit qu’à des promesses temporaires et des mesures ponctuelles.
