Daouda Ngom : "L'Etat n'a jamais violé les franchises universitaires"
The Minister of Higher Education, Daouda Ngom, sought to clarify the government's position regarding the presence of security forces on university campuses. According to him, "contrary to recurring accusations, university autonomy has never been violated by the State."
Based on Law 94-79, the minister provided a key legal clarification. He explained that university autonomy applies exclusively to teaching spaces, such as faculties, institutes, and training units (UFRs). In contrast, the student residence is considered an ordinary neighborhood. As such, it falls under the jurisdiction of standard administrative policing, which authorizes law enforcement intervention to maintain public order without violating university regulations.
Faced with the persistent climate of tension, the ministry affirms that it prioritizes dialogue over confrontation. Daouda Ngom recalled that his department has multiplied its initiatives to calm the academic environment, citing in particular the organization of the national higher education conference in July 2025 as well as regular meetings with student associations and teachers' unions.
To prevent future crises, a sectoral social dialogue committee has been established with the support of the High Council for Social Dialogue. This mechanism has already enabled the initiation of social dialogue training sessions for student leaders. For the minister, these structural reforms remain the only way to build a high-performing higher education system adapted to the demands of national development.
