Threatened with eviction from their homes: Saint-Louis students and pupils in Dakar in disarray

Menace d’expulsion de leur logement : les étudiants et élèves saint-louisiens de Dakar dans le désarroi

The Dakar-based Association of Students and Pupils from Saint-Louis is going through a period of great uncertainty. Its members, currently living in HLM 5, face the threat of imminent eviction from their homes. This situation is plunging dozens of young people into anxiety, just weeks before the resumption of university classes.

Ibrahima Bâ, president of the association, warns:

"We received an eviction order last week. It gives us a week, maybe two, to vacate the premises. If nothing is done, by October, when the university opens its doors, Saint Louis students studying at UCAD or in private institutions will no longer have a place to live."

According to him, nearly 80 students—male and female—live in the seven-bedroom apartment. The girls occupy four rooms and the boys three. Until now, the municipality of Saint-Louis provided them with an annual subsidy to cover the rent. But this year, the situation became more complicated: the 2024 subsidy was paid in advance for 2025. As a result, no assistance is available to pay the current rent.

"We've knocked on several doors, written letters to local and national authorities, and approached businesses and partners, but responses are slow in coming," laments Ibrahima Bâ. The association does, however, acknowledge that it has received some occasional support, notably from Ibrahima Diop, manager of the Social Housing Fund, Cheikh Bamba Diop, and the general director of OLAC.

Despite this aid, the threat remains. The president of the association insists:

"We make a solemn appeal to all authorities and people of goodwill, whether at the local or national level, to help us avoid this expulsion. We really need it."

With the start of the academic year just days away, these students fear finding themselves on the streets. Their fate now depends on the authorities' responsiveness and the support of the Saint-Louis community.

    Je n'ai jamais compris ce régionalisme. On bénéficie des subventions d'une région lorsqu'on y habite la majeure partie du temps et que la municipalité a la preuve qu'elle est utilisée sur son territoire, peu importe d'où on vient. Au nom de quoi Saint-Louis, Kaolack ou autres municipalités devraient financer des gens qui ne vivent plus dans les lieux ? Sur quelle base choisir les bénéficiaires ? Pourquoi Saint-Louis ne financent pas aussi les Saint-Louisiens de Nicaragua ? Cette pratique doit être attaquée en justice et interdite.
