Marie Rose Khady Fatou Faye, Secretary of State to the Prime Minister for Institutional Relations and Government Spokesperson, presented 32 recommendations from the Interministerial Council on the start of the school year. In this strategic document, Prime Minister Ousmane Sonko urges ministers to implement measures aimed at a successful start to the school year and bringing about far-reaching reforms in the Senegalese education system.

Among the key measures listed by Le Soleil are the regulation of mobile phone use in schools, the abolition of the sixth-grade entrance exam from the 2025-2026 school year, as well as the launch of an emergency program for the opening of schools in Touba.

The head of government is urging the Minister of National Education and the Minister of the Interior to strengthen the ban on the use of mobile phones in schools. However, this ban must be regulated, with strictly defined exceptions that meet educational requirements or specific needs.

Ousmane Sonko also welcomed the precautionary measures taken following the detection of Rift Valley fever at Gaston Berger University in Saint-Louis, including the postponement of the start of the academic year. He asked the Minister of Higher Education, in collaboration with the Minister of Health, to rearrange the university calendar to ensure compliance with the scheduled course hours. He also insisted on the distribution of impregnated mosquito nets in all UGB university rooms to protect students.

The Prime Minister also asked the Minister of National Education to take all necessary steps to abolish the sixth-grade entrance exam, by putting in place new assessment systems and appropriate transition mechanisms to ensure educational continuity.

Regarding the expansion of the school network, he urged the start of the first emergency phase of the school construction program in Touba by the end of October 2025, in close collaboration with local religious authorities.

Another important aspect of the guidelines concerns the promotion of digital education. The head of government called for the effective implementation of the three pillars of the digital transformation of schools, including the completion of training 105,000 teachers in digital technology and artificial intelligence (AI), as well as the deployment and widespread use of the new version of the Planet 3 educational platform.

Finally, he stressed the need to immediately distribute 5,000 laptops to students in the science streams (Première and Terminale, S1 and S3), with strictly supervised use to ensure their effectiveness in learning.

    N'allons pas vite en besogne. Nous avons déclaré urbi et orbi avoir découvert une dette cachée. Le FMI nous croit mais demande que nous le prouvions. Cela devrait être simple à faire. Une fois la démonstration et les preuves sur la table, notre sincérité serait notre premier argument dont la force probante ne souffrira aucune exception. Le hic, c'est que nous n'arrivons pas à le prouver ou du moins pas suffisamment surtout que la responsabilité du FMI et son image s'en trouveront bien écornées.
