The dispute between the General Directorate of Taxes and State Property (DGID) and the mayor of Keur Massar-Nord, Adama Sarr, will take a new turn on March 10, 2026, a date expected to mark the end of the administrative phase and the official opening of legal proceedings. This litigation, which dates back to 2022, involves both administrative and political issues.

An administrative career at the heart of the dispute

Adama Sarr, a surveying engineer by training, payroll number 669.015/E, was appointed to the corps of surveying engineers by presidential decree no. 2020-990 of April 27, 2020. He notably served as head of the cadastral office in Tambacounda and then in Kolda before being assigned in February 2021 to the tax services center in Kolda.

According to the evidence in the file, he still held these positions until March 16, 2023, when he was dismissed from his post by a decision of the Ministry of Finance and Budget without being notified of a new assignment.

Accusations of political decision

The mayor believes this measure is politically motivated. He claims it was implemented after his election as head of the municipality and his refusal to join the ruling party at the time, the Alliance for the Republic (APR).

Following this decision, the mayor indicated that he had noticed the cessation of payment of his common funds, while he maintains that he has remained in active service in his original body.

Administrative procedure and blockage

In a post, Adama Sarr denounced administrative delays and criticized the lack of response from the relevant authorities. In accordance with procedural rules, a formal request was submitted on October 29, 2025, to the authorities, including the President of the Republic, the Prime Minister, the Minister of Finance and Budget, and the Director General of Taxes and State Property. The silence observed for over four months was interpreted as an implicit rejection, paving the way for legal action.

A decisive deadline

The court hearing scheduled for March 10, 2026, should resolve the dispute between the local elected official and the tax authorities. The mayor is eagerly awaiting the outcome of these proceedings.
