Senegal is preparing to take a major step in the fight against corruption and illicit practices. The whistleblower bill will be examined in plenary session this Tuesday, August 26. The law aims to protect those who dare to denounce abuses, secure their reporting, and encourage transparency in the public and private sectors. Here are five key takeaways from this strategic text for governance and democracy.
Who is a whistleblower?
The text identifies as a whistleblower any natural person who, in the course of their professional activities, reports in good faith information relating to the commission or attempted commission of acts involving a crime or financial offense, a threat or harm to the general interest, or a violation affecting the management of finances in the public or private sector.
Creation of secure reporting channels
Internal mechanisms within administrations, public and private companies will be established to enable whistleblowers to safely report illicit practices.
Protection against retaliation
The bill prohibits any form of discrimination, harassment or punishment against whistleblowers, thus guaranteeing their professional and personal safety.
Financial incentive reward
A bonus of 10% of the assets recovered through reports will be awarded to whistleblowers, a measure unprecedented in French-speaking Africa aimed at encouraging the reporting of wrongdoing.
Limitation of scope
Currently, the law focuses primarily on acts of corruption and economic crimes. There are proposals to expand this protection to other areas of general interest such as public health, the environment, or human rights.

A quel moment le lanceur d'alerte saura qu'il y'a recouvrement ? S'il ne reçoit ses 10%, il fera recours dans quel tribunal ?
Cette loi est inutile.
