Administration : Tolérance zéro pour le cumul de mandats titulaires dans les instances de la jeunesse
The Senegalese government is tightening governance rules within youth representative bodies. Through a circular marked "VERY URGENT" and dated Wednesday, May 20, 2026, the Minister of Youth and Sports, Khady Diène Gaye, formally enacted a ban on elected councilors holding multiple offices. This significant measure complements the existing regulations governing the electoral process for the Senegalese Youth Advisory Council (CCJS).
The official text clearly clarifies the scope of this incompatibility. From now on, any councilor elected as a full member of a local authority may not simultaneously hold a full member's office at a different level of representation. The ministry has also established an automatic regulatory mechanism to prevent any breach of the rules: in the event of a confirmed accumulation of offices, the office in question will automatically be reassigned to the duly appointed alternate, in accordance with applicable regulations.
The circular, however, introduces an important legal nuance concerning alternates. The election or appointment of a councilor as an alternate at a higher level of representation does not result in the loss of their mandate as a full member held at a lower level. Given the immediacy of this measure, Minister Khady Diène Gaye instructed all regional governors in the country to personally and rigorously ensure the strict application of this provision within their respective administrative districts.
