Appel à annuler la "dette illégale" de l’ère Macky Sall
A coalition of parliamentarians, economists, and civic groups has called for an audit to determine whether $7 billion in unreported debt accumulated under former President Macky Sall could be forgiven, highlighting the strain on Senegal's finances. Discovered during a review ordered by President Bassirou Diomaye Faye in 2024, this debt, incurred without parliamentary approval and misreported according to the Court of Auditors, suspended a $1.8 billion IMF loan.
An IMF mission to Senegal from August 19 to 27 is assessing this misrepresentation and will decide whether the $700 million already paid should be repaid. With a deficit that has fallen from 14% at the end of 2024 to 7% this year, the government is targeting a 3% deficit by 2027 via $10.2 billion in new revenue over three years. A GDP revision, potentially upwards of 15 to 25%, could also lower the debt-to-GDP ratio from 119% to a more sustainable level, although debt servicing costs have climbed 44.5% in 2024 and 24% in early 2025.
Senegal rejected restructuring, opting for maturity extensions, but S&P Global Ratings downgraded its rating to speculative category, rekindling fears of a crisis. MP Guy Marius Sagna demanded a "citizen review" to cancel this debt, deemed "illegal" and protect citizens.
