Assemblée : Ce que contient le projet de loi pour réguler les sociétés de sécurité privée
Bill No. 03/2026 concerning private security activities continues its legislative journey in the National Assembly of Senegal. Following its unanimous adoption by the Law Commission, it is currently under review this Wednesday, February 18, 2026. Presented to the members of parliament by the Minister of the Interior and Public Security, the bill comes at a time marked by the proliferation of private security companies and the inadequacy of the existing legal framework.
Adopted by the committee on February 13, 2026, the reform aims to replace the 1978 law, which has become outdated. For several years, the sector has experienced rapid growth with the emergence of hundreds of companies and thousands of agents operating in security, property escort, close protection, and video surveillance.
Faced with this growth, Minister Bamba Cissé believes it is necessary to establish a more rigorous system to structure the profession, protect workers' rights, and guarantee citizens' freedoms. The draft law notably provides for the creation of a regulatory authority responsible for issuing licenses, monitoring companies, and applying sanctions in cases of violations.
Currently under review in plenary session, the text is part of a broader trend towards strengthening security governance. Parliamentarians will notably have to vote on the new provisions limiting the use of force by private security agents to cases of self-defense only, thus reaffirming the state's monopoly on public safety.
