Assemblée nationale : Un député alerte sur un décret de Macky Sall portant sur 500 ha
MP Djiby Ciss spoke in plenary session, before the Minister of Urban Planning and Territorial Development, to raise awareness about land projects in Casamance that are causing anger among local populations.
Recalling decree 20-21 signed by President Macky Sall on January 11, 2021, the parliamentarian reported that 1,200 hectares had been allocated for the port of Ndayane, declared to be of public utility. "The populations of Dias, Popenguine, and Yène had accepted this decision," he emphasized.
But the situation is complicated by a new project in the Mbayard Daga area, where residents have recently discovered the presence of men talking about economic zones, on 500 ha, separate from the Ndayane site.
The MP denounced this decree, signed on December 10, 2023 by the former head of state, which was not preceded by any consultation or discussion with local populations.
According to Djiby Ciss, APIX and the prefecture have announced a census of those affected, while an entire neighborhood is threatened with eviction and farmers' fields could be expropriated. He insisted that "we do not support these projects. We cannot take farmers' fields for paltry compensation."
The MP therefore called on the government to take into account the concerns of local populations, to engage in transparent dialogue and to preserve the rights of farmers within the framework of these development projects.
