The debate surrounding the proposed law to create a parliamentary channel continues to spark disagreements in the National Assembly. During the discussions, MP Mbaye Dione strongly opposed the bill, arguing that it would contravene existing laws and the Constitution. In response to these criticisms, MP Ayib Daffé dismissed the accusations as baseless. According to him, the arguments put forward by some parliamentarians are based on a misinterpretation of the law.
Speaking in response to the interpellation, Ayib Daffé asserted that the proposed law respects existing legal principles. He specifically mentioned having studied the text and discussed it with his colleague Aïssata Tall Sall, emphasizing that the legal analysis of the bill reveals no fundamental contradictions with the legal framework. The parliamentarian also sought to clarify the workings of the law. "A member of parliament must understand that one law can amend another. Common law allows for exceptions and derogations," he explained.
In this line of reasoning, Ayib Daffé argued that the legal regime applicable to the press, although framed by existing laws, can be modified by new legislative texts, particularly when these are based on organic provisions.
