Communiqué du Conseil des Ministres du Mercredi 10 Septembre 2025
The Head of State, His Excellency Bassirou Diomaye Diakhar FAYE chaired, this Wednesday, September 10, 2025, the weekly meeting of the Council of Ministers, at the Palace of the Republic.
At the beginning of his speech, the President of the Republic referred to Decree No. 2025-1430 of September 6, 2025, which appoints the Ministers and Secretaries of State, members of the new Government of the Republic of Senegal. He expressed his thanks to the outgoing Ministers who spared no effort to implement the policy he determined, under the leadership and coordination of Prime Minister Ousmane SONKO. He congratulated and encouraged the Ministers and Secretaries of State reappointed to the Government, as well as its new members. He recalled that being a Minister or Secretary of State is a paramount national responsibility. It is a special position, based on exceptional trust, in the exercise of public office, in the service of the population and the general interest. Hence, the imperative for any Minister or Secretary of State to embody, at all times, the sacredness of the State, the cult of public service and patriotic commitment, integrity, efficiency in the implementation of the Nation's policy, through the optimal deployment of public policies.
The President of the Republic called on the new Government, which held its first Council of Ministers meeting today, to be an institution of the Republic marked by the seal of action. In this exceptional position, it constitutes, in the letter and spirit of the Constitution, a collegial and united team, a collective force of proposals and achievements serving the expectations, aspirations, and even the demands of our people. The Government must embody the patriotic political project, acclaimed by the Senegalese people.
This must be embodied by determination, commitment and mastery of communication, but also by a sense of diligence, quality, efficiency and proximity in working.
The Head of State called on the new government to methodically focus on results-based management within each ministerial department, to intensify the optimal implementation of the Economic and Social Recovery Plan (PRES), in accordance with the time frames and operational sectoral strategies of the National Transformation Agenda. He reminded each Minister of the urgency of implementing, under the supervision of the Prime Minister, the programs, projects, reforms and texts required as part of the execution of the presidential directives. In this regard, he indicated to the Minister of Finance and Budget the urgency of taking all necessary steps with the Minister of Economy, Planning and Cooperation and the sectoral Ministers, with a view to the proper finalization with the Prime Minister of all arbitrations concerning the draft Finance Law for the year 2026. Furthermore, he pointed out to the Government the need to establish a territorial anchoring of ministerial and interministerial actions, in conjunction with the policy of territorialization of public policies. It is also, and above all, a matter of tirelessly ensuring that security issues are addressed, as well as critical social issues concerning education, higher education, health, youth and the improvement of the purchasing power of the population by controlling marketing channels and the prices of essential foodstuffs and products. Finally, he called on the Government to intensify the revival of the national economy, the development of the private sector, productive investments and entrepreneurship, as well as labor-intensive public works in all sectors, particularly in housing and construction, in order to promote the employability and employment of young people: a national priority.
Addressing issues related to the organization of the last Maouloud, the Head of State focused on the support provided for these religious ceremonies. He extended his warm congratulations to the Government, the defense and security forces, the state services and the entire Muslim community of Senegal, as well as to the General Caliphs, for the excellent conduct of the Maouloud celebrations throughout the national territory. He asked the Minister of the Interior and Public Security to work with the public and religious stakeholders involved to ensure the optimal scheduling of various state interventions in cities and during religious and even customary events. He insisted on holding meetings to evaluate the organization of events, with recommendations for improvement for future editions.
On another topic, the President of the Republic focused on the issue of reviving literacy programs and promoting national languages. He took advantage of the celebration of Literacy Month, which he initiated in 2024, to congratulate literacy stakeholders and operators for their remarkable work across all local authorities in Senegal. He asked the Minister of National Education to emphasize, at all levels, the inclusive and optimal implementation of literacy projects and programs, particularly in our national languages, the popularization of which in our education and university systems, and in the public and private sectors, remains an essential requirement for the achievement of the project of a sovereign, just, and prosperous Senegal.
In one year, Senegal will host the Dakar 2026 Youth Olympic Games, a major international event that has significant impacts on transport systems (air, land, sea), accommodation and many sectors of economic, social and cultural life. Therefore, the Head of State invited the Government, in particular the Minister of Youth and Sports, to make all arrangements with the Organizing Committee (COYOG), the Ministries and stakeholders concerned, with a view to the timely completion of the infrastructure and other due diligence required by the organization. He stressed the need to focus, from now on, on good preparation of our athletes for this important competition, which is taking place for the first time in Africa.
UNDER THE HEADING OF COMMUNICATIONS FROM MINISTERS :
-The Minister of Agriculture, Food Sovereignty and Livestock made a statement on the situation of the implementation and transfer of agricultural inputs in 2025, the forecast situation of seeds and the update on the Africa Foods System Forum (AFSF);
-The Minister of Hydraulics and Sanitation made a statement on the weekly situation of flood management.
The Council examined and adopted:
-The Bill on the Investment Code.
-The Bill amending Law No. 2012-31 of December 31, 2012 on the General Tax Code;
-The Bill amending Law No. 2008-46 of September 3, 2008 establishing a fee for access to or use of the public telecommunications network (RUTEL), amended;
