Communiqué du Conseil des Ministres du Mercredi 15 Octobre 2025

The Council of Ministers was held on Wednesday, October 15, 2025, under the chairmanship of His Excellency Mr. Bassirou Diomaye Diakhar FAYE, President of the Republic.

UNDER THE COMMUNICATION OF THE PRESIDENT OF THE REPUBLIC

At the start of the Council, the Head of State, on behalf of the Nation, extended his warm congratulations to the players, the technical and administrative staff and the Minister of Sports following the brilliant qualification of the Senegalese national football team for the 2026 World Cup. He asked the Government to take all necessary steps to ensure good preparation and remarkable participation of the Football Lions in the next African Cup of Nations (CAN) as well as the World Cup.

Continuing his communication, the President of the Republic addressed the following points:

Monitoring the implementation of the National Social Stability Pact for inclusive and sustainable growth

Recalling that the signing of the National Social Stability Pact for inclusive and sustainable growth, in line with the launch of the National Transformation Agenda, marked a historic turning point in the strengthening of tripartite social dialogue, the President of the Republic asks the Prime Minister, in liaison with the social partners and the High Council for Social Dialogue (HCDS), to carry out a half-yearly evaluation, in each ministerial department, of the state of implementation of the action plan resulting from the Pact as well as the grievances of the trade unions.

Reiterating his directives relating to the generalization of the establishment of sectoral and specialized social dialogue committees, to establish a culture of social dialogue, the Head of State emphasizes the need for a prospective evaluation of the actions of the HCDS. To this end, he asks the Minister responsible for Labor and the President of the High Council for Social Dialogue to propose, before the end of December 2025, a new system relating to the missions, organization and operation of the HCDS.

Finally, he reminds the Minister responsible for Labour to prepare, with all stakeholders, the next Social Conference whose chosen theme is: "productivity at work".

Acceleration of the implementation of housing construction and promotion programs

Emphasizing that access to decent and affordable housing remains a major concern for our compatriots, especially households, the President of the Republic asks the Prime Minister to take all appropriate measures and arrangements to accelerate the implementation of housing construction programs across the national territory. He instructs the Government to ensure preventive control of access to land through the increased action of the Land Development and Urban Restructuring Company (SAFRU), but also the complementary development of new innovative projects by SN HLM and SICAP SA, in particular.

Furthermore, it calls on the Secretary of State for Housing to ensure better supervision of housing development and construction projects initiated by housing cooperatives, by focusing on systematic monitoring of the construction of various roads and networks and collective facilities and their consistency with the construction of major public infrastructures.

Furthermore, the Head of State addresses the need for an evaluation of the missions and actions of the Social Housing Fund (FHS) in order to consolidate its true place as a lever for promoting access to housing. In this dynamic, he asks the Secretary of State for Housing, in liaison with the Minister of Urban Planning and Local Authorities and the Minister of Finance and Budget, to initiate consultations with public (Caisse de Dépôts et de Consignations and Banque de l'Habitat du Sénégal) and private stakeholders in the financial sector, with a view to establishing an effective housing financing system in Senegal.

Finally, the President of the Republic particularly insists on the importance of increasing the implementation of housing programs in the regions, particularly in university centers, and asks the Prime Minister to hold an Interministerial Council on Housing soon.

Promotion of books and reading, and preservation of collective memory

The Head of State recalls that books remain a vital means of strengthening knowledge, general culture and the education of pupils and learners, and pays a vibrant tribute to the different generations of writers and book professionals who have greatly contributed to the preservation of memory and the promotion of Senegal's linguistic and cultural heritage.

In this context, he initiated the holding of the first (1st) National Forum of Books and Reading in the spirit of promoting the development of books and reading, but also of accentuating Senegalese literary creation and requested the consolidation of a Book economy by the promotion of national languages and works.

The President of the Republic expresses his commitment to the rehabilitation of libraries and reading centers throughout the national territory, but also to the relaunch of the New African Editions of Senegal, as well as to the continuation of the project of rewriting the General History of Senegal.

Agenda of the President of the Republic, monitoring of integration, cooperation and partnerships

The Head of State informs the Council that he will chair the opening ceremony of the National Forum on Books and Reading on Thursday, October 16, 2025, and will receive the White Paper on the Thiaroye Massacre on the same day.

He also recalls that he will make a working visit to Rwanda from October 17, 2025, then to Kenya from October 19 to 21, 2025.

UNDER THE PRIME MINISTER'S COMMUNICATION

The Prime Minister began his communication by addressing, following the President of the Republic, his warm congratulations to the players, the Senegalese people, the technical and administrative staff as well as the Minister in charge of Sports for the brilliant qualification of the Senegalese national football team for the 2026 World Cup. The Prime Minister then continued his communication on the following points:

New doctrine of financing public policies for accelerated transformation

The Prime Minister expressed his congratulations and encouragement to the Minister of Finance and Budget, as well as to his teams, for the success of the Public Appeal for Savings (APE) which enabled the exceptional mobilization of 450 billion CFA francs, i.e. 150 billion more than the initial target of 300 billion. This performance demonstrates the restored confidence of Senegalese people, including those in the Diaspora, as well as investors in the sub-region, in the Government's economic vision, but also the rigor in the management of public funds and the regained credibility of the State's action. It reflects the growing maturity of the Senegalese financial market, the increased attractiveness of the State's sovereign signature and Senegal's ability to rely on its own strengths to drive the structural transformation of its economy, in accordance with Vision Senegal 2050.

With regard to the amplification of the dynamics of national mobilization and guaranteeing the financial sovereignty of structuring projects, the Prime Minister announced that, within the framework of the budgetary arbitrations of the Initial Finance Law (LFI) 2026, the following options have been retained:

-strengthening synergies between the APE and other existing financial instruments, in order to build a coherent and robust financial architecture;

- prioritization of structuring projects eligible for endogenous financing, through the resources of the Economic and Social Recovery Plan (PRES);

-institutionalization of the APE as a regular instrument of internal financing, backed by target projects with strong economic, social and territorial impact.

Furthermore, the Prime Minister noted that, within the framework of the LFI and the investment budget programming, certain strategic and priority projects have been secured using internal resources, pending the finalization of negotiations with partners. This orientation marks a profound overhaul of public investment governance, aimed at immunizing catalytic projects, essential to the country's development and economic transformation, against the risks inherent in external financing, such as cumbersome procedures and suspensions or cancellations linked to exogenous shocks.

This option will be coupled with an approach based on the following guiding principles:

- complete technical and financial maturity before any project start;

- disciplined and predictable budget execution, a guarantee of efficiency and credibility of public spending;

- increased accountability of ministries and management units, through performance contractualization and the systematic integration of monitoring and evaluation systems;

-a massive mobilization of the private sector and a strengthening of productive anchoring.

Acceleration of the “Gas to…” strategy, a pillar of energy autonomy

The Prime Minister announced the establishment, at the level of the Prime Minister's Office, of a Committee dedicated to the “Gas-to-Power”, “Gas-to-Industry” and “Gas-to-X” strategy, placed under his direct supervision, whose mission is to:

-accelerate the implementation of structural decisions, for a rapid and efficient transition to gas-based electricity production;

- guarantee the budgetary and financial arbitrations necessary for SENELEC and other players in the sector;

submit, within the strictest deadlines, optimized proposals ensuring the financial and environmental sustainability of the national energy model, including strategic projects such as the Senegal Gas Network (RGS), Yakaar Teranga, Sangomar and the Grand Tortue Ahmeyim (GTA).

The Prime Minister concluded his statement by stating the Government's option for sovereign financing of certain segments of these large-scale infrastructure projects in the Energy sector, as well as other sectors such as Hydraulics, agro-poles, ports, and airports. The Government's objective is to guarantee, by 2026-2027, cleaner, less expensive electricity production, mainly powered by national resources. This strategy is part of the State's firm commitment to making gas a strategic resource serving energy sovereignty, reducing the cost of electricity, and strengthening national competitiveness.

UNDER THE HEADING OF COMMUNICATIONS FROM MINISTERS

-The Minister of African Integration, Foreign Affairs and Senegalese Abroad made a statement on the review of the ceasefire agreement between Israel and Hamas of October 9, 2025;

-The Minister of Urban Planning, Local Authorities and Territorial Development made a statement on the Integrated Development Plan (PAI) of Daga Kholpa, the New Town of Thiès and the ZAC of Thiès.

UNDER LEGISLATIVE AND REGULATORY TEXTS

The Council examined and adopted the draft decree establishing the rules for the organization and operation of the Bureau of Investigation and Analysis for Civil Aviation Safety (BEA).

UNDER INDIVIDUAL MEASURES

The President of the Republic has taken the following decisions:

Under the Ministry of Higher Education, Research and Innovation

Mr. Albinou NDECKY, Senior Lecturer, is appointed Secretary General of the National Agency for Applied Scientific Research (ANRSA) to replace Mr. Abdourahmane TAMBA, who has been granted retirement pension rights.

Ms. Fatimata DIALLO, Manager, is appointed Chair of the Supervisory Board of the National Agency for Applied Scientific Research (ANRSA) replacing Mr. Moustapha NDIR.

Mrs. Marème SARR, Secondary School Teacher, payroll number 609251/Q is appointed Director of the Senegalese-British Institute for the Teaching of English (ISBEA) to replace Mr. Arfang DABO, who is entitled to a retirement pension.

Mr. Racine DIA, Secondary School Teacher, is appointed Chairman of the Board of Directors of the Senegalese-British Institute for the Teaching of English (ISBEA) replacing Mr. Boubacar Siguiné SY.

    Pourquoi monsieur Ibrahima Fall, Directeur Général de l'observatoire national des Investissements n'a toujours pas changé Gnilane Ndiaye au poste de secrétaire permanent ? Cette femme, cousine de Macky Sall est d'une incompétence notoire. C'est pourquoi cela qu'elle avait été renvoyé de PUMA. Macky l'a placé à l'ONI juste pour lui donner un salaire net de 2.500.000 F par mois. Bientôt deux ans, la femme occupe le poste sans apporter la moindre contribution à ce qui se fait à l'ONI. Pourquoi Ibrahima Fall n'a pas renvoyé cette femme et recruter des compétences dans PASTEF. Aurions nous travaillé pour rien. Nous interpellons le PR et le PM pour donner des instructions ferme à Ibrahima Fall.

    Je me.rejouis de l'atention qui est portee au foncier residentiel/ à l’accès au logement. Avec un programme ambitieux, bien pensé et encadré, l'immobolier residentiel peut attirer une pluie de milliards d'investissement et transformer lenoays en un gigantesque chantier, sans endettement de l'Etat. l'Éthiopie qui l'a compris envisage 1 5 million de ligements ur 4-5 ans!

    L'homme sénégalais est plus que le cancer.
    Mais à travers les informations fournies dans le commentaire de Papa Mansour Samb, il est facile d'identité celui qui se cache derrière.
    Il faut être quelqu'un qui est dedans et proche de la gestion des salaires ou quelqu'un qui est déjà passé par l’ONI ( suivez mon regard) pour être à mesure d’avoir de telles informations.
    A l’attention de l’opinion, Madame Gnilane Ndiaye ,pure sénégalaise très compétente, est depuis la nomination de Monsieur Ibrahima Fall, celle qui apporte son expérience nationale et internationale pour faire bouger les lignes.
    En si peu de temps, l’ONI est entrain de sortir de l’ombre et de jouer pleinement sa mission.
    Dernière performance de l’ONI ,sa contribution au forum Invest In Sénégal 2025, Madame Ndiaye y a beaucoup contribué.
    Et peut être même que l'auteur de ce commentaire se trouve du côté de l’APIX.
    L’ONI bouge et cela peut déranger certains. Que les autorités, le Président de la République et le Premier Ministre accompagnent d'avantage cette structure qui est sur le point d’être l’une des plus grande satisfaction de la gouvernance DIOMAYE-SONKO.
