Communiqué du Conseil des Ministres du Mercredi 19 Novembre 2025
The Council of Ministers was held on Wednesday, November 19, 2025, under the chairmanship of His Excellency Mr. Bassirou Diomaye Diakhar FAYE, President of the Republic.
UNDER THE HEADING OF THE PRESIDENT OF THE REPUBLIC'S COMMUNICATION
The Head of State made a statement covering the following points:
Strengthening social dialogue in the education and health sectors and ongoing monitoring of the national social stability pact
The President of the Republic began his address by emphasizing the importance of social stability in the education and training sector, a key factor in consolidating the excellence of the Senegalese education system. To this end, he called upon the Government, in conjunction with partners in the education community, particularly labor unions, to strengthen consultations and social dialogue in order to guarantee the continuity of teaching and learning, adherence to the school calendar, and the implementation of the expected administrative procedures and measures within the framework of commitments made and agreements signed.
In this regard, he instructs the Ministers in charge of the Civil Service and Labour, National Education and Finance and Budget, to make an overall assessment of the impact of the agreements signed with teachers' unions and each minister to ensure regular monitoring of social dialogue in his ministerial department.
The President of the Republic indicates that the same directive concerns the priority sector of Health.
Finally, he asks the Minister of Public Service, Labour and Public Service Reform to provide a monthly update to the Council of Ministers on the state of implementation of the commitments of the National Pact for Social Stability for Inclusive and Sustainable Growth.
Priority "Youth Employment" in the national transformation agenda, Senegal 2050
Considering that youth employment remains a major priority of the Government's action, the Head of State reminds the Prime Minister of the urgency of taking all necessary steps to accelerate the finalization of the new document on the National Employment Policy, before the end of December 2025.
In this context, he calls for initiating the transformation and adaptation of vocational and technical training systems, by accelerating:
- the rise and development of dual training;
- strengthening the interventions of the Vocational and Technical Training Financing Fund;
- the establishment of vocational and technical training centers in all departments of Senegal.
In the same vein, the President of the Republic instructed that all resources and actions of projects and structures promoting youth employment be brought together to implement a National Youth Employment Promotion Program. He also emphasized the establishment of the Senegalese Youth Advisory Council and the regularity of meetings of the National Council for Youth Integration and Employment.
Finally, the Head of State recalls that the year 2026 will be dedicated to the promotion of Employment and the development of the social and solidarity economy.
Commemoration of the 81st anniversary of the Thiaroye massacre and organization of the Day of the Senegalese riflemen
The President of the Republic notes that the commemoration of the anniversary of the Thiaroye Massacre and the celebration of Senegalese Riflemen's Day are key activities on the national agenda. He therefore requests the Government to take all necessary practical steps, in conjunction with all stakeholders, to ensure the smooth running of the Thiaroye Massacre commemoration ceremonies, to finalize the operational establishment of the Museum dedicated to the events of Thiaroye, and to continue the ongoing scientific research aimed at uncovering the truth about this painful historical event, etched in our collective memory.
Implementation of the "Independence" program in the regional capitals
The President of the Republic, with a view to establishing the Territorial Hubs and in the interest of territorial equity, envisions celebrating the national holiday in the regional capitals, other than Dakar, during his presidency, in the presence of the local populations and the relevant civil and military authorities. Therefore, he has instructed the Prime Minister, in conjunction with stakeholders, to implement, starting in 2026, a National Program for the Modernization of Infrastructure and Equipment in Regional Capitals, known as the "Independence Program," which aims to enhance the attractiveness of the territories and stimulate economic recovery.
Reviving tourism and promoting cultural potential
The President of the Republic, after stressing that tourism is a key sector for economic growth, job creation and the promotion of sustainable development in the territories, calls for increased implementation of programs to promote Destination Senegal and for accelerating the modernization of tourist areas, the enhancement of our cultural and natural heritage, as well as the sustained development of world-class hotel and tourist facilities in the national territory.
Furthermore, he emphasized his commitment to developing new tourist areas and strengthening the quality of tourism offerings and services to enhance the competitiveness of Senegal as a tourist destination. He also stressed the importance of securing tourist areas and sites through the deployment of special security measures, a comprehensive inventory and promotion of the classified national heritage on Gorée Island, and the harmonization of cultural and tourism policies. In this spirit, he requested the Government to take all necessary steps to ensure the smooth running of the first edition of the West African Festival of Arts and Culture (ECOFEST), scheduled to take place from November 30 to December 5, 2025, in Dakar.
Agenda of the President of the Republic
The Head of State informed the Council that he will take part in the European Union/African Union Summit in Luanda, Angola, from November 23 to 26, 2025.
UNDER THE HEADING OF THE PRIME MINISTER'S COMMUNICATION
The Prime Minister delivered a presentation on the Government's orientations regarding memorial policy. He began by reviewing the directives and actions taken by the Government in this area. He then addressed the promotion of Senegal's memorial heritage and the perpetuation of the achievements of this memorial policy.
He particularly emphasized the construction of the Archives House, the National Library, and regional libraries; the erection of a memorial in Thiaroye in honor of the Senegalese riflemen; the creation of a Documentation and Research Center dedicated to the Senegalese riflemen; the teaching of the history of the Thiaroye Massacre in Senegalese schools; the annual celebration of Rifleman Day; and the creation of a National Council for Memory and the Management of Historical Heritage (CNMGPH), as well as the Documentation Center at the Thiaroye Cemetery. The Prime Minister also mentioned the solemn tribute paid to Professor Amadou Makhtar MBOW on October 28, 2025, and the upcoming commemoration of the second anniversary of the Thiaroye Massacre.
For the Prime Minister, promoting our cultural heritage is essential. This involves historical narratives and the erection of symbols. Regarding historical narratives, it is necessary, on the one hand, to highlight the many emblematic figures of our country and, on the other hand, to restore historical facts to their authenticity and objectivity. As for symbols, they must serve as a constant reminder of our history and play a significant role in tourism promotion. In this context, the Prime Minister addressed the creation of historical museums dedicated to traditional kingdoms, such as the one in Dekheulé, at historical sites like Pathé Badiane (PaosKoto), Yang Yang, Ndorna (Fouladou), and Nder; the construction of the National Library, a tool for reclaiming our collective memory and a repository for our national documentary heritage; and the establishment of the National Archives.
Furthermore, addressing the reform of the administration, he called for the implementation of a Government Program for continuing education and administrative excellence.
Regarding Senegal's overall international influence strategy, the Prime Minister has initiated a national reflection on the creation of a "Senegal" or "Teranga Senegal" brand platform, a new international identity highlighting our cultural, sporting, economic and technological assets, a strengthened cultural and sporting diplomacy strategy, and the mobilization of the Dakar 2026 Youth Olympic Games as a major lever for visibility, influence and national unity.
In the area of road safety, based on the recommendations of the general assembly on public transport in October 2025, he instructed the ministers concerned to submit, before the end of 2025, an operational, costed and evaluable action plan, which will be monitored by a multidisciplinary committee under the authority of the Prime Minister's office.
The Prime Minister concluded his remarks with the strategic project to build the Dakar-Tambacounda railway line, noting that the Government has begun preparatory work on this standard-gauge line. This major project, whose preparatory phase is scheduled for completion in 2026, will contribute to sustainable mobility, road safety, improved access to isolated areas, and industrial and logistical development. Prior to its implementation, the rehabilitated meter-gauge track will continue to ensure service continuity and preserve national railway expertise.
UNDER THE HEADING OF COMMUNICATIONS FROM MINISTERS
The Minister of Urban Planning, Local Authorities and Territorial Development gave a presentation on the deployment process of the Territorial Hubs.
The Minister of Industry and Trade presented a report on the supply of food to the market, the marketing of local rice and the situation of financing and marketing of peanuts by SONACOS.
The Minister of Youth and Sports gave a presentation on the Sports Programme for the Youth Olympic Games (YOG) Dakar 2026.
UNDER LEGISLATIVE AND REGULATORY TEXTS
The Council examined and adopted:
- the draft decree relating to the energy labelling of new electric lamps and household appliances;
- the draft decree relating to the quality control of equipment constituting a photovoltaic solar system;
- the draft decree setting the standards and technical specifications for natural gas;
- the draft decree amending decree no. 2006-392 of April 27, 2006 supplementing decree no. 77-987 of November 14, 1977 establishing the special status of the civil service framework for Education;
- the draft decree amending decree no. 74-347 of April 12, 1974 establishing the special regime applicable to non-civil servant agents of the State;
- the draft decree amending decree no. 77-887 of 12 October 1977 concerning the special status of the framework of civil servants of Public Health and Social Action.

Si par miracle, on pouvait des demain, convoquer tous ceux qui ne vont ni a l'ecole, ni employes, agés de 18 a 30 ans, chomeurs, hommes et femmes, de chaque région dans les camps militaires regionaux, et leur faire une formation accelerée a travers le génie militaire sur les métiers

Pourquoi? La discipline et civisme de l'armee, rigueur et ponctualite, ainsi que connaissance et technique, sont le seul moyen de résorber ce chaos qui nous cloue depuis 40 ans...
On manque de tout. Le secteur prive n'est pas assez fort pour employer, notre industrie est soubresautante, le gorgoorluisme et dor deal ne pourront aider ce pays a avancer.
Des demain, il faudra faire une convocation de masse et se mettre aussitot au boulot...
Les autres ministres sont dans un sommeil profond et rien de concret . Ils sont tous perdu .
Un remaniement s’impose.
Ce gouvernement a atteint ses limites.
