Communiqué du Conseil des Ministres du Mercredi 26 Novembre 2025
The Council of Ministers was held on Wednesday, November 26, 2025, under the chairmanship of His Excellency Mr. Bassirou Diomaye Diakhar FAYE, President of the Republic.
UNDER THE HEADING OF THE PRESIDENT OF THE REPUBLIC'S COMMUNICATION
The Head of State made a statement covering the following points:
Strengthening economic patriotism and effectively launching the "Sunu Champion" initiative
In his address, the President of the Republic reminded the Government of the paramount importance he places on the development of the national private sector in the implementation of the "Senegal 2050" Vision. In this context, he asked the Prime Minister to place national private sector actors and local businesses more firmly at the heart of the implementation of public programs and projects, and to accelerate the operational overhaul of the framework for managing and monitoring and evaluating private investments in Senegal.
He also announced that he would chair the first meeting of the revamped Presidential Investment Council in the second half of March 2026 and asked the Prime Minister to prepare, with all the stakeholders involved, this important meeting which falls within the framework of the recovery and revival of the national economy.
Furthermore, the President of the Republic calls for ensuring the optimal implementation of the action plans stemming from the National Strategy for the Promotion of Investment and Development of the Private Sector.
He informs the Council of the presidential initiative called "Sunu Champion", which will be effectively deployed from December 2025, to promote the emergence of national champions, with a view to strengthening the primary role of national economic actors and local businesses in the implementation of the National Transformation Agenda, Senegal 2050.
Revitalizing the fisheries and aquaculture sector
Emphasizing the fundamental role of the fisheries sector in economic activity and social stability, the Head of State recalls that the preservation and sustainable management of our fishery resources constitute two major guiding principles for the revival of the fisheries sector.
Consequently, he instructs the Minister of Fisheries and Maritime Economy to strengthen the fight against illegal fishing, to systematically implement biological rest periods, and to increase the monitoring and control of fishing activities and areas. The President of the Republic also requests an assessment of the impact of audits and measures to freeze agreements and regulate fishing licenses on our exclusive economic zone (EEZ).
Indicating to the Government the urgency of accelerating the implementation of a new fisheries policy, the Head of State insists on the sustainable and optimal exploitation of resources, the adaptation of artisanal fishing, the proper supply of the local market with accessible fishery products, the inclusive updating of the Fisheries Code and the sustained application of the Aquaculture Code.
He urges the Government to increase the facilities, equipment and financing lines of the Aquaculture sub-sector, to accelerate the implementation of actions to modernize wharves, canoes and fishing equipment, to initiate a Renovation Plan for the Pikine National Fish Market and to build a new, more inclusive and transparent model of governance for the fisheries sector.
Acceleration of air transport development
After congratulating the Minister of Land and Air Transport for the smooth running of the ASECNA Committee of Ministers in Dakar, the Head of State reminds the Government of the importance of the development of the air sector in the "Senegal 2050" Vision and asks to emphasize the prospective review of the "Air Hub" strategy in all its components and financing.
It also instructs to accelerate the finalization and securing of construction and modernization work at regional airports and to undertake the sustained modernization of services and the expansion of infrastructure at Blaise Diagne International Airport (AIBD).
Emphasizing the need for strategic control of the fleet, investments, operations, service quality and the Transformation Plan of the national company Air Sénégal SA, the President of the Republic instructs the Prime Minister to ensure strategic monitoring of this company and to implement a special program for the modernization of the "Léopold Sédar SENGHOR" military airport.
Agenda of the President of the Republic
The Head of State informed the Council that he participated in the seventh African Union/European Union Summit, held from November 23 to 25, 2025, in Luanda, Angola, on the theme "Promoting Peace and Prosperity through Effective Multilateralism." He highlighted his participation in the plenary session on the theme "Renewed and Enhanced Cooperation for Peace and Security and a Commitment to Multilateralism," during which he emphasized the concerning global geopolitical environment and formulated proposals to promote peace and security in Africa.
Alongside the work, he held bilateral meetings with the President of the Democratic Republic of Congo, the President of the Gabonese Republic, the German Chancellor, the President of the African Development Bank (AfDB) and the President of the European Bank for Reconstruction and Development (EBRD).
UNDER THE HEADING OF THE PRIME MINISTER'S COMMUNICATION
The Prime Minister began his address by outlining the Government's priorities regarding food, nutritional, and health security. He noted that Senegal, like other countries around the world, is facing multi-sectoral health crises and various shocks. These challenges call upon the State to examine the mechanisms in place to protect the population from life's uncertainties, ensure social stability, peace, and public health, which are a constant concern for the Government.
The Prime Minister has thus set out precise guidelines for government action in this area, within the framework of a comprehensive and integrated strategy for taking charge of missions and rigorous harmonization of sectoral interventions, in particular through an early warning system, enhanced vigilance and appropriate and well-coordinated interventions.
In this regard, he addressed the updating of the National Food Security and Resilience Strategy (SNSAR) to align it with the guidelines of the National Transformation Agenda, Senegal 2050. This revised strategy will be operationalized by the Food Security and Resilience Support Program (PNASAR), enabling the strengthening of the effectiveness of responses to food crises and the structural refounding of approaches to crisis prevention and management.
The Prime Minister recalled that the institutional anchoring, at the level of the Prime Minister's Office, of programmes and coordination structures aims to create real synergies to strengthen the overall impact of public policies and prevent overlaps, given the multidisciplinary and multisectoral nature of the interventions.
He also stressed that, given the multiplicity of actors and the need to ensure the harmonization of interventions, it is appropriate to highlight the territorial approach coordinated by decentralized and deconcentrated authorities.
To this end, the Prime Minister has sent instructions to the Minister, Secretary General of the Government, in conjunction with the sectoral ministries, to ensure effective coherence of sectoral policies with the strategy of the Technical Secretariat of the National Food Security Council (CNSA).
He concluded his presentation with a focus on three projects: securing the Dakar–Gorée maritime link, the Dakar–Tivaouane–Saint-Louis highway, and the Southern Agropole. He outlined their progress and the challenges encountered before issuing instructions to expedite their implementation. According to him, these projects demonstrate the urgent need to align administrative procedures with the pace and ambition of the Economic and Social Recovery Plan and the National Transformation Agenda, Senegal 2050.
UNDER THE HEADING OF COMMUNICATIONS FROM MINISTERS
The Minister of Energy, Petroleum and Mines gave a presentation on the development of the Strategy for Achieving Universal Access to Electricity by 2029 and the supply of the country with petroleum products.
The Minister of Agriculture, Food Sovereignty and Livestock presented a communication on the preparation of the 2025/2026 marketing campaign.
The Minister of Microfinance, Social and Solidarity Economy gave a presentation on the Strategy for Access of Social and Solidarity Economy Organizations to Public Procurement.
The Minister of Culture, Crafts and Tourism made a statement on the organization of the first (1st) edition of the West African Festival of Arts and Culture (ECOFEST).
UNDER LEGISLATIVE AND REGULATORY TEXTS
The Council examined and adopted:
. the draft law authorising the President of the Republic to ratify the Convention relating to extradition between the Republic of Senegal and the Republic of Gambia, signed in Dakar on March 12, 2020;
. the draft decree establishing and setting the rules for the organization and operation of the State Procurement Commission.
UNDER INDIVIDUAL MEASURES
The President of the Republic has taken the following decisions:
On behalf of the Ministry of Energy, Petroleum and Mines
Mr. Alioune SECK, Geological Engineer, is appointed General Manager of PETROSEN Exploitation and Production, replacing Mr. Talla GUEYE.
On behalf of the Ministry of Family, Social Action and Solidarity
Mr. Souleymane DIALLO, Inspector of Elementary Education, is appointed Secretary General of the National Office for Wards of the Nation (ONPN), a vacant position.
Under the authority of the Ministry of Industry and Commerce
Mr. Cheikh Moussa KANE, holder of a degree in Applied Computer Statistics Engineering and a Master's degree in Project Monitoring and Evaluation, is appointed Chairman of the Board of Directors of the National Laboratory for Analysis and Control (LANAC), replacing Mr. Abdoul SY, who has been called to other duties.

Ya vraiment des incohérences majeures dans nos politiques publiques.
Allez taper tabax Sénégal sur Google et mettez vos identifiants pour voir. Cest un site sans suivi. Et quand je pense aux dépenses effectuées pour sa création et sa présentation au public, je pense quon est dans les meme situation que le régime de macky. Une agitation stérile et sans fondement
Faillite morale au regard de ses reniements et attermoiements. C'est bien dommage car vu la situation économique du pays, on ne peut pas se payer le luxe d'avoir ce président jusqu'en 2029. Le Sénégal a besoin de réformes profondes dans presque tous les domaines. Malheureusement, celui qui nous sert de président est enlisé dans ses basses œuvres politiciennes et n'a pas le courage ni la légitimité nécessaires pour les entreprendre. Avec Diomaye Faye, le fil est rompu à jamais . Il a trahi le peuple des 54%.
Je pense que au point où nous en sommes, le meilleur service qu'il peut rendre à la nation , c'est de démissionner et d'organiser des anticipées inclusives (je lui emprunte ce mot tiré de sa fameuse lettre du 11 novembre dernier) auxquelles il pourra participer avec sa coalition merdique, de même que Sonko et tout autre candidat. Je m'empresse de préciser que l'éligibilité de Sonko ne souffre d'aucun doute. Il faut vraiment être ignorant pour penser le contraire.
Je suis vraiment dégoûté, après tant d'années de lutte contre Macky Sall, devoir hériter de ce président. Qu'avons-nous fait au bon Dieu pour mériter cela ? Quid de la justice dûe aux martyrs ? Quid de la reddition des comptes ? Quid de la révision constitutionnelle ? N'est ce pas Diomaye qui criait urbi et orbi qu'il fallait réduire les pouvoirs du président ? Quid de la réforme de la justice ? Quid de la politique pénale dans ce pays ? Diomaye Faye est-il fier d'avoir un PM qui se fait insulter matin , midi, soir ? Quid de la rationalisation des agences nationales ? Mon Dieu, que de reniements !!!!!!!
À ce moment-là, le nouveau prince de Ndiagagnao et sa bande de villageois arrivistes, dirigée par Absa Faye, pourraient se permettre de bomber le torse. Sinon, nous continuerons à rappeler à Diomaye que c’est Ousmane Sonko qui l’a élu président même si cela déplaît , c’est la vérité qu’il refuse d’admettre.
