A coalition of civil society organizations, including the College of Ambassadors for Peace, COSCE, the NGO 3D, and GRADEC, issued an urgent statement on the national situation on Thursday, November 27, 2025. The signatories described the country's political, economic, security, and social context as "alarming."
The statement highlights several areas of crisis. “Eighteen months after a historic presidential election, disagreements have arisen between the President and his Prime Minister. These differences, stemming from a controversial appointment, are exacerbating an already tense climate,” they warn. On the economic front, the organizations point out, Senegal is facing a record debt of 132% of its GDP, making it “the second most indebted country in sub-Saharan Africa.” On the security front, the advance of terrorist groups from Mali towards Kayes is causing concern among national stakeholders. The organizations warn that this context “cannot and must not tolerate a political and/or institutional crisis at the highest levels of government.”
The College of Ambassadors for Peace and its partners are issuing a solemn appeal. They remind the authorities that they have no right to expose the country to an institutional crisis that would "undermine all efforts at economic and social recovery." They urge all stakeholders to mobilize "as one to confront the multifaceted threats."
Civil society emphasizes four key areas. It calls for prioritizing the nation's best interests by guaranteeing institutional stability. It recommends avoiding the politicization and excessive radicalization of public debate by favoring dialogue. It urges focusing efforts on sustainable solutions to overcome current tensions. Finally, it calls for increased vigilance and support for defense and security forces, particularly in border areas.
Among the signatory personalities are Mr. Pape Ibrahima Diagne, Grand Serigne of Dakar, Mr. Mame Adama Gueye, lawyer and founding member of the Civil Forum, Mr. Boucounta Diallo, founder of the ONDH, Ms. Haoua Dia Thiam, former deputy and minister, Mr. Mody Guiro, secretary general of the CNTS, as well as Father Alphonse Biram Ndour, episcopal vicar.
The signatories conclude by affirming that Senegal's destiny must remain oriented "towards more democracy, more progress and more political and social stability".
