Crise de la dette publique : Ce que propose «Juge Dème»
The issue of Total Return Swaps has brought the problem of Senegal's debt back into the spotlight. For Ibrahima Hamidou Dème, commonly known as "Judge Dème," the current Senegalese public debt crisis stems from a double failure: "the irresponsibility of the previous regime and the populist and catastrophic management of the current government."
For him, short-sighted decisions are sacrificing future generations. That is why, for the President of the Together for Work, Integrity and Citizenship (ETIC) movement, "it is urgent to reintroduce clarity and responsibility into the management of public finances."
To get out of such situations, the former magistrate puts forward a proposal: "I propose the creation of a Public Debt Monitoring Committee, chaired by a senior magistrate from the Court of Auditors and composed of representatives from the Ministry of the Budget, the Ministry of the Economy, the State Judicial Agency, two members of parliament (one from the majority, the other from the opposition) and a representative of civil society," he says.
The leader of the Etic movement explains that this independent body will have the mission of supporting the State towards a more transparent, more rigorous and more respectful management of debt that respects intergenerational equity.
