Invited to the program "En vérité" on Radio Senegal, Mamadou Diop Decroix, former minister and leader of the Aj/PADS party, gave his analysis on the current governance and the dynamics of the presidential duo formed by Bassirou Diomaye Faye (President) and Ousmane Sonko (Prime Minister).
Addressing the recurring comparison between the Sonko-Diomaye duo and that of Léopold Sédar Senghor and Mamadou Dia, Decroix was keen to make some important distinctions: "These two duos cannot be compared. The relationship between Senghor and Mamadou Dia is not the same."
He recalled that, in the past, Senghor was the party president and Dia, his friend, the president of the Council. Today, Sonko is the president of the party (Pastef), while Diomaye, former secretary general of Pastef, is the President of the Republic.
According to Decroix, their shared history, "marked by prison and hardships", profoundly distinguishes their relationship.
The politician also highlighted the difference in institutional systems between the two eras.
Under Senghor, the President of the Council (Mamadou Dia) held most of the power. Today, it is the President of the Republic who concentrates the prerogatives.
Decroix explained that this current imbalance is a consequence of the Constitution, inspired by the Gaullist model, following the removal of Mamadou Dia. He argued for change: "It is time to rethink this system for a better balance of powers."
Mamadou Diop Decroix made a strong appeal for the preservation of unity within the presidential tandem, which he considers an essential pillar of Senegal's stability: "Sonko and Diomaye must consolidate their partnership for the good of the country. (...) A break between them would risk plunging the country into instability."
This cohesion is all the more vital given the worrying regional security context, with the jihadist threat getting closer to the Senegalese borders (mentioning JNIM in Mali, near Jiboly/Kidira).
In conclusion, Mamadou Diop Decroix stressed the need for the population to change their mindsets in order to support the national transformation desired by the new authorities.
