« Dette cachée, base légale introuvable » : Abdou Mbow demande l’arrêt des débats budgétaires à l’Assemblée
Abdou Mbow (Takku Wallou) challenges the government on transparency and legality. In the National Assembly this Saturday, the examination of the finance bill was marked by a direct intervention from MP Abdou Mbow, who submitted a preliminary question aimed at preventing any deliberation. The issue at hand: "the persistent opacity surrounding the 'hidden debt' mentioned by the government and serious doubts about the legal basis of the finance bill."
"Where is the evidence of the hidden debt?"
In a forthright statement, Abdou Mbow demanded the full publication of the documents used to establish the existence of this debt. He specifically cited the report from the General Inspectorate of Finance (IGF), the provisional report from the Court of Auditors, the debt statistics bulletins (which have been unavailable since June 2024), and the report from the Mazars firm. According to the MP, these documents are essential to assess "the veracity, extent, and responsibilities" associated with this debt, which the government presents as the primary cause of the current economic difficulties.
How much will this debt cost the Senegalese people in 2026?
Getting to the heart of the matter, Abdou Mbow questioned the minister on a specific point: "What is the additional amount planned in the 2026 finance law for the repayment of this so-called hidden debt?" For the parliamentarian from Takku Wally, the announced integration of this debt into the official figures must imperatively translate into clear and quantified budget lines, in order to enlighten the national representation and public opinion.
Beyond the financial aspect, Abdou Mbow raised a legal issue. He pointed out that the finance law is based on the national planning system law, adopted in 2019, which he believes is now either obsolete or being blatantly violated in its application. Therefore, a central question arises, according to him: "On what legal basis is the finance law we want to vote on today founded?" The MP also questioned the legal validity of management decisions made based on a framework law that is no longer being applied.
The majority and the government dismiss the request
The parliamentary majority immediately rejected the preliminary motion, accusing Abdou Mbow of trying to delay the proceedings. The minister, for his part, defended the exercise as "serious, republican, and in accordance with legal requirements," asserting that the debt assessment had been completed and validated with technical and financial partners. He specifically cited a law adopted in 2022, Article 24 of which defines the framework for public policies, to justify continuing the debates.

O. Sonko a plongé ce pays dans une situation au bord de la faillite. Au lieu de travailler à le tirer d'affaire, il pense à sa propre petite personne. Le pire, selon moi, est qu'il compte sur du monde pour ça. C'est assez fou.

Pendant ce temps, le pays avance,qu'on veuille le reconnaître ou non.Il existe un grand complot ( comme toujours ) contre Sonko.L'homme et son équipe trouvent des solutions pour le peuple sénégalais : les gens mangent à leur faim et se déplacent comme ils veulent ( en témoignent les embouteillages du week-end dans des villes autres que dakar ), l'espoir renaît malgré les difficultés causées par les nombreux gâchis de Macky , un allié du colon.Il faut juste de la patience et encore plus de sacrifices pour élever le Sénégal à un très bon niveau.
