Djiby Ciss : « Donner des titres fonciers aux paysans pour faciliter l’accès au crédit »
During the review of the Ministry of Agriculture's budget in a plenary session at the National Assembly, MP Djiby Ciss advocated for a more inclusive land policy to benefit rural producers. According to him, granting land titles to farmers is essential to enable them to obtain bank guarantees and access financing.
For him, "when a farmer, with more than two hectares, has a land title, he can obtain a bank loan and produce twelve months a year."
Such a dynamic, he emphasizes, would contribute to strengthening food self-sufficiency, but above all to combating youth unemployment, particularly in rural areas. A producer with a large field and means of production will necessarily need labor, hence the importance of providing more support to farmers.
Djiby Ciss also questioned the government about the distribution of agricultural equipment, particularly tractors. He insisted that this equipment be allocated primarily to those truly entitled to it, rather than to agribusiness actors. As an example, he pointed out that the Podor department, with its 15 municipalities, could benefit from at least one tractor per municipality.
The MP finally stressed the need for increased support for women in terms of land and access to water, essential conditions for their success in the agricultural sector.

Les champs sont morcelés et vendus par des promoteurs véreux qui poussent souvent les populations à vendre les terres.
Les anciens avaient su garder les terres pour la culture mais maintenant ils sont vendus par ces mêmes populations.
Et ce Djiby Ciss connaît bien la situation. Les gens ne cultivent plus les champs, ils les vendent.
