El Malick Ndiaye : « Un juge intègre ne doit pas redouter l’Assemblée »
In an interview with RTS and Seneweb, the President of the National Assembly, El Malick Ndiaye, reviewed the parliamentary institution's progress and reforms. According to him, one of the key projects was the revision of the National Assembly's internal regulations. "The idea was to no longer tailor measures to suit the needs of the moment," he explained. From now on, the new regulations will be implemented immediately. He recalled that, in the past, the Assembly encountered difficulties in summoning certain ministers, which considerably slowed down the commissions of inquiry and weakened the effectiveness of their results. This barrier has now been lifted.
Addressing the issue of independence and accountability, El Malick Ndiaye emphasized the role of the Assembly in addressing abuses within the judiciary. "In many countries, corrupt magistrates are summoned by the National Assembly. A fair magistrate should not fear being summoned by the representatives of the people," he emphasized. On the administrative front, the President of the Assembly highlighted modernization efforts. The digitalization of activities has reduced expenses related to the use of paper, accelerated electronic voting, and facilitated access to archives. "We are digitizing the archives and the library to turn them into a digital museum, because the Assembly holds a large part of the country's history," he said.
El Malick Ndiaye also highlighted the humanization of human resources management and the speed in processing files. "We worked on the budget in three weeks, with a general policy statement, bills and proposed laws adopted in record time," he said, before recalling that the State is engaged in a vast reform project.
