Foncier : le gouvernement lève progressivement les restrictions de Ousmane Sonko
The government has begun the process of unblocking land files that have been suspended since 2024. Nearly two years after the freezing measures announced on July 31 and November 7, 2024, under the government led by Ousmane Sonko, the services of the current Prime Minister, Mohamed Al Aminou Lô, are now taking action.
They are accelerating the gradual lifting of restrictions concerning several housing developments, detailed urban planning schemes (PUDs), and urban centers in the regions of Dakar, Thiès, and Saint-Louis. This approach represents a new stage in the processing of files resulting from land audits.
According to a press release from the Prime Minister's office consulted by L'AS, this initiative follows the guidelines of the Council of Ministers of July 1, 2026. The Committee in charge of monitoring the implementation of the recommendations from the land audits has been instructed to finalize, during the second half of 2026, the necessary administrative acts, arbitrations and site assessments to allow the lifting of the suspensions.
The process specifically targets allottees considered to be legitimate and acting in good faith. The statement emphasizes that "a process to lift the suspension of work has allowed a significant number of legitimate title holders, acting in good faith, to take possession of their allotted land." The government clarifies, however, that the regularization will only concern rights holders "whose rights are not subject to any procedural or substantive defects, particularly in the form of the appropriation of multiple plots."
In this context, the authorities indicate that certain administrative decisions have already been taken as part of the land cleanup, including the cancellation of the detailed urban planning scheme for the New City of Thiès and certain parts of the PUDs of Guédiawaye and Yeumbeul-Malika-Tivaouane located between the VDN and the ocean.
Pending the completion of the procedures, the government maintains the ban on resuming work without prior authorization. "Holders of permits on these various sites are asked to refrain from any action aimed at resuming work without prior authorization," warns the Prime Minister's office, adding that "any violation in this matter will be subject to appropriate measures against the offender."
