Guy Marius Sagna au Parlement de la CEDEAO : « Les premiers responsables de la désinformation en Afrique, ce sont nos gouvernements »
During his address to the ECOWAS Parliament, Senegalese MP Guy Marius Sagna delivered a powerful speech on the true sources of the disinformation plaguing the public sphere in Africa. For Sagna, African governments are primarily responsible for disinformation: "If governments provided information transparently, instead of maintaining opacity and cultivating a lack of transparency, there would not be so much disinformation."
According to him, poor governance, opacity and the withholding of official information create a vacuum that is exploited by malicious actors, who take advantage of it to spread fake news.
The parliamentarian points out that disinformation did not start with artificial intelligence: "These are individuals who create fake accounts to influence opinion."
He believes that this manipulation is accentuated by economic and political elites who, having financial means, finance or orchestrate propaganda campaigns.
Regarding the measures to be taken, Guy Marius Sagna firmly opposes the incarceration of journalists or media figures accused of disinformation: "Imprisonment is not the solution, because it only overcrowds our prisons. When a press organization or a journalist defames, they should instead be punished financially. That's where we need to strike: with money."
He thus calls for more dissuasive economic sanctions, instead of judicial repression which, according to him, threatens press freedom and aggravates the prison crisis.
Finally, the MP emphasizes that the best weapon against disinformation remains government transparency and strengthening the credibility of media outlets: "If people receive the right information, they will be the first to defend the truth against fake news."
