Finance and Budget Minister Cheikh Diba could have left the Senegalese government. According to revelations by Jeune Afrique, he submitted his resignation to Ousmane Sonko several months ago, before being persuaded by President Bassirou Diomaye Faye to remain in the government.
According to the source, it all started with Prime Minister Ousmane Sonko's decision to make public the true state of the country's finances and the "hidden debt." Cheikh Diba, a member of the Ministry of Finance under Macky Sall's administration, anticipated the consequences of such a revelation. "Cheikh Diba submitted his resignation to the Prime Minister when he learned that the latter intended to publish the first report of the General Inspectorate of Finance (IGF). Ousmane Sonko refused, and the president convinced the Minister of Finance and Budget, with whom he is very close, to stay on," a Senegalese source familiar with the matter told the media outlet.
Indeed, Cheikh Diba served as a technical advisor, responsible for monitoring the implementation of major projects under the Emerging Senegal Plan (PSE) in 2015, under the leadership of Amadou Ba, then Minister of Finance and Budget. Later, despite being a member of Pastef, Diba was appointed coordinator of the economic and financial program agreed upon with the IMF, and finally, within Macky Sall's administration, he held the position of Director of the Budget.
Other sources interviewed by the newspaper accuse the Minister of Finance and Budget, as well as other politicians who previously served under Macky Sall, of deliberately obstructing negotiations with the IMF. "There are obstacles within the administration. Some current political figures, already in office under Macky Sall, are implicated and seem to have no interest in seeing the full truth come out about this affair," reveals the Jeune Afrique source, who adds that the hidden debt announced by Ousmane Sonko was already known to certain members of the previous regime, including Cheikh Diba.

Cela est une vraie aberration et tant qu’il occupe ce poste les responsabilités sur la dette cachée ne seront pas situées parce qu’il est comptable car faisant partie du ministère des finances de l’ancien régime
C’est lui qui a grippé la machine dans la procédure de reddition des comptes car cela ne l’arrange
Ensuite cheikh Diba doit éclairer les sénégalais sur l’existence de sociétés lui appartenant et ses liens intimes avec Ecobank
