LFR 2025 : Ayib Daffé défend la conformité légale et salue la rigueur budgétaire du gouvernement
During parliamentary debates on the amending finance law, MP Ayib Daffé focused his intervention on the legality, budgetary sincerity and conformity of the project with the organic law relating to finance laws (LOLF), while providing strong support for the general direction of the government.
Regarding the procedure, the parliamentarian addressed the notion of urgency invoked by the executive branch. He recalled that in February 2024, a bill aimed at postponing the presidential election and extending the term of the former president had been examined under extreme urgency, denouncing the manipulation of the parliamentary calendar for political ends at the time. According to him, the current recourse to urgency should therefore come as no surprise, especially since the present bill falls within a clearly defined legal framework.
Ayib Daffé emphasized that the government is obligated, under the organic law governing finance laws, to submit a supplementary budget bill when the major budgetary balances initially approved are altered. This is required when revenues deviate significantly from forecasts or when legislative or regulatory measures substantially impact budget execution. "We are acting in accordance with the organic law," he asserted, advocating for a legalistic, rather than political, interpretation of the process.
In essence, the MP emphasized the principles of transparency, sincerity, and budgetary rigor which, according to him, characterize this supplementary budget law. He acknowledged the existence of revenue shortfalls compared to initial forecasts, specifically mentioning a decrease of approximately 4 billion FCFA in tax revenue following the first supplementary budget law adopted at the end of June 2025.
However, he highlighted the government's efforts in resource recovery and mobilization, believing that the dynamics undertaken are beginning to produce results.
Ayib Daffé also encouraged the Minister of Finance and Budget to continue the reforms undertaken, despite what he described as a difficult economic context. He cited several sensitive sectors, including fuel, electricity, and certain decisions made at the Prime Minister's office, acknowledging that further efforts are needed, but affirming that "the government is on the right track."
Finally, the MP called for respect for the National Assembly and MPs, stressing the central role of Parliament in controlling government action and validating budgetary choices.
