Loi de finances rectificative 2024 : Bougane dénonce un détournement présumé de 8 milliards F CFA et saisit le Pool judiciaire financier d'une plainte
The leader of the Guem Sa Bopp movement, Bougane Guèye Dany, informs national and international opinion that he filed, this Wednesday, October 15, 2025, a complaint with the Financial Judicial Pool relating to an alleged embezzlement of 8,000,000,000 CFA francs included in the 2024 amending finance law (LFR).
According to him, this sum, which was intended for the disaster-stricken population of Bakel, is nowhere to be found. "These public funds, announced with great fanfare by the authorities as an emergency response to the floods and support for affected families, remain untraceable to this day. No local authority has been involved in their distribution. No beneficiaries have been identified. No budget execution report has been published. Where have the Senegalese people's eight billion gone?" Bougane denounced.
Before adding that this "financial opacity" seriously calls into question the transparency of public management and raises legitimate questions about the fate of these resources, even though they were voted by Parliament in the name of the Senegalese people.
"The Guem Sa Bopp movement calls on the Senegalese people to witness and demands that full light be shed on this affair. We call on the Financial Judicial Pool to immediately open an independent and thorough investigation, in order to trace the real destination of these funds and establish responsibilities at all levels of the government chain," Bougane demanded.
Furthermore, his movement and he demand the immediate resignation of the ministers cited in the complaint, namely: Ousmane Sonko, Prime Minister, Cheikh Diba, Minister of Finance and Budget, Cheikh Tidiane Dièye, Minister of Hydraulics and Flood Prevention, and Maimouna Dièye, Minister of Family and Solidarity.
He therefore calls on President Bassirou Diomaye Faye to take responsibility by asking for their resignation, so that they can place themselves at the disposal of justice and facilitate the manifestation of the truth.
Bougane believes that this step is necessary to allow the public prosecutor to work in complete peace, without any political pressure or interference from the executive.
"The Senegalese people have a right to the truth. Every taxpayer's dollar must serve the public interest, not private interests. Guem Sa Bopp will remain mobilized until full light is shed on this affair and responsibilities are determined," Bougane said.
