Passation de service : comment un ministre prend le pouvoir
With every government reshuffle or reorganization, incoming and outgoing ministers undergo the ritual of handing over their duties. This follows "a meticulously planned procedure overseen by the State Inspectorate General," reports L'Observateur, which took an interest in the subject in its Thursday edition.
Although the presence of the outgoing president is traditional, no text obliges him to attend the taking of power by his successor, informs a State Inspector General (IGE) questioned by the newspaper.
"When there is a new government, IGEs are designated to carry out the handover in the various ministries," the newspaper's source informs. The same source indicates that the secretary general of the ministry, the other pivot of the handover, draws up the minutes which he communicates to the IGE.
The latter jointly set, on behalf of the incoming minister, the date and time for the handover of the baton. "There is no deadline [for the handover], but it is better that it happens as quickly as possible," said the IGE, who spoke to L'Observateur.
