Moody’s, S&P et le FMI : Thierno Bocoum accuse Diomaye-Sonko de "fragiliser" l'image du Sénégal
In a note released this Saturday, former MP and president of the Agir party, Thierno Bocoum, reacted to the downgrade of Senegal's sovereign rating by Moody's.
While welcoming the Finance Ministry's response, he denounced government communication which, according to him, has weakened the country's international image more than it has protected it.

The Ministry of Finance and Budget did well to react to the decision of the rating agency Moody's, which downgraded Senegal's sovereign rating from B3 to Caa1 while maintaining a negative outlook.
Such a decision weakens the country's image among international investors and fuels mistrust among financial partners.
The battle of communication is therefore engaged to preserve Senegal's credibility in the concert of nations capable of honoring their commitments. This is good. It is even necessary.
However, there was something better. It was necessary to prevent the degradation instead of commenting on it.
For several months, warning signs have been accumulating. Delays in IMF disbursements, sovereign rating downgrades by S&P and Moody's, persistent strain on the national treasury...
The facts speak for themselves, not to mention the deterioration of the macroeconomic situation with the debt/GDP ratio exceeding 118%.
By stirring up controversy over the so-called hidden debt, the current regime believed it was accusing its predecessors. In reality, it has exposed the country.
By publicly mentioning unconsolidated debt amounts without providing precise data, without making public the external audit, the government has opened the way to doubt and suspicion.
These repeated blunders have established the idea of a State losing control of its own accounts.
Moody's, S&P, and the IMF did not sanction any particular regime. They simply translated into their own language what the entire country feels: a lack of clarity, anticipation, and rigor.
When a state declares itself indebted beyond its own estimates, publishes its budget reports late, and is blindly navigating its forecasts, it should come as no surprise that international confidence is eroding. A country's credibility is not based on its rhetoric, but on the credibility of its figures.
The consequences of these ratings are very real. They increase the cost of borrowing on international markets, reduce fiscal room for maneuver, and complicate negotiations with multilateral institutions.
Each point lost in the sovereign rating represents billions of additional CFA francs in interest charges.
Senegal must pull itself together and return to fiscal discipline, predictability, and transparency. It is urgent to publish implementation reports on time, make public the full debt audit, and engage in economic communication based on verifiable data rather than slogans.
Economic diplomacy is not conducted through emotion, but through consistency. The state must inspire confidence before demanding it.
Senegal will not restore its credibility by challenging Moody's, S&P or the IMF, but by demonstrating through facts that it knows how to manage, plan and report.
The confidence of markets, like that of people, is being lost faster than it is being regained.
The supporters of the current regime must now speak the language of figures, not that of justifications.
By wanting to accuse, they exposed the country.

Une bonne partie de cette bande de malfrats criminels sont devenus FUGITIFS sachant parfaitement le mal profond qu ils ont fait subir à notre pays.
L état se doit de trouver les moyens de faire taire ces fauves le plus rapidement possible car ils doivent tous raser les murs au lieu de piailler

Actuellement il est sur le point d'acheter un (faux ) doctorat toujours dans une école privée.
C'est cet homme, adepte de chatgpt qui veut donner des conseils en sciences économiques à des inspecteurs des impôts ayant tous des DEA ou doctorats de nos universités publiques ou diplôme supérieur en finances publiques.
Vous avez parfaitement raison la diplomatie économique ne se mène pas dans l'émotion mais dans la constance.

Il faut qu'on se réveille, les mêmes agences de notation sont de mèche avec le FMI et la Banque Mondiale, OMC et autres pour exercer leur domination sur les pays les plus pauvres. Si l'occident et les Etats-Unis voulaient développer ces pays, ils l'auraient fait depuis longtemps, malheureusement pour nous ils ont besoin de nos matières premières et de nos terres pour nourrir leurs populations. Cela dit, nous devons compter sur nos propres forces en remboursant toutes nos dettes et se détourner définitivement du FMI et de la Banque Mondiale. Croire à la Vision 2050 en transformant toutes nos matières premières sur place et d'aller chercher des financements et la technologie en Asie et dans les pays arabes qui ont une parfaite maîtrise du gaz et du pétrole.
