Ousmane Diagne, ministre : «Refuser une promotion pour éviter la déclaration de patrimoine suffit à justifier cette loi»
At an inter-committee meeting on 21 August, the Commissioners-Deputies drew the attention of the Minister of Justice "to the potential abuses that could result from the implementation of this bill on asset declarations." Indeed, the parliamentarians considered that the latter could constitute a major obstacle to the economic development process, especially since potential investors could decide to no longer commit for fear of revealing their assets.
According to rapporteur Youngare Dione, the Minister of Justice expressed his astonishment at the possibility that an official could decline a promotion or refuse a position of responsibility solely on the grounds that he or she is subject to the obligation to declare assets. "Such an attitude would be sufficient to legitimize the adoption of this bill, whose fundamental objective is to promote integrity, transparency, and trust in the exercise of public functions," said Minister Ousmane Diagne.
Furthermore, he reiterated that there was nothing degrading in declaring one's assets when the person aspires to occupy certain positions, especially to justify the legality of their origin.
