Reconversion : champ libre pour Jean-Baptiste Tine, horizon incertain pour Ousmane Diagne
General Jean-Baptiste Tine and Ousmane Diagne are no longer members of the government. They have been replaced by, respectively, Bamba Cissé, at the Ministry of the Interior, and Yassine Fall, at the Department of Justice. In its Thursday edition, L'Observateur raises the question of their career change. While the field of diplomacy is wide open for the retired gendarme, it seems more complicated to find a place for the magistrate, who is still active in the justice system.
"Ousmane Diagne was the only magistrate appointed Keeper of the Seals, Minister of Justice, when he was at the height of his powers and could have aspired to be Attorney General or First President of the Supreme Court," recalls retired magistrate Ousmane Kane. "In this capacity, he was vice-president of the High Council of the Judiciary and primarily responsible for the careers of magistrates, which must have earned him some enmity."
Judge Kane does not see Ousmane Diagne returning to the judiciary. "This is a huge waste, given the intrinsic value of the man," he laments, urging judges to think twice before accepting ministerial positions, which are prestigious, certainly, but precarious in his opinion.
For General Tine, the problem doesn't arise. Retired from the gendarmerie for several years, the now former Minister of the Interior is well on his way to returning to an ambassadorial position. After his ouster under Macky Sall, he was appointed head of Senegal's representation in Russia.
This is a long-standing tradition for former high-ranking officers of the Army and Police. "This is part of the promotion of strategic skills," says international consultant Babacar Bâ. Dr. Seydou Kanté, who teaches political geography and geopolitics at the Sorbonne, explains: "The presence of former generals in diplomacy [amounts] to providing the country with proven skills in strategic management, negotiation, and high-level representation. Their sense of state, their mastery of security issues, and their international network constitute major assets for defending national interests on the world stage."
