Réformer l'État : El Hadji Ibrahima Sall appelle à la dépolitisation et au changement profond des mentalités
The economist, philosopher, and mathematician El Hadji Ibrahima Sall addressed the issue of Senegal's entry into modernity, asserting that it is impossible without a radical overhaul of the state and of mindsets. Speaking on the Sunday Jury program on Iradio, he declared: "We cannot enter modernity if we do not reform ourselves."
For El Hadji Ibrahima Sall, access to modernity requires combating incivility, indiscipline, low productivity, disregard for time, and deficiencies in collective organization. He emphasizes the importance of awareness: "Are we truly aware that we must change to face the world?"
The core of the reform must focus on public policies, which he considers currently too weak and ineffective in the face of the scale of the challenges (health, public hygiene, agriculture, industry). He identifies three major flaws in public action: poorly conceived or ill-suited policies, deficient implementation by an administration that has itself not been reformed, and a near absence of monitoring and evaluation.
Recalling his experience at the head of a public policy evaluation commission, he emphasizes the strong resistance he encountered within the administration and ministries, a dynamic that was gradually stifled.
The most radical point of his argument concerns the absolute necessity of depoliticizing the state and public action. "All the countries that work in the world are those that have depoliticized their public policies," he says.
For him, the state belongs to everyone. Confiscating it for the benefit of a party, a clan, or a political clientele is tantamount to "collective theft." He cites, without distinction, the Socialist Party, the PDS, the APR, and PASTEF, insisting that none should appropriate the state apparatus.
He calls for a "silent revolution." Civil servants are not mere agents, but individuals bearing national responsibility. They must be chosen for their competence, not their activism. "Senegalese people must know that it is in this country that the best among them hold the best positions. That is how we lift a society up," he asserts. This applies to all positions, from ministers to senior officials in the police, the judiciary, and education.
Political parties should limit themselves to their natural role: debating, proposing projects, and voting on laws in the Assembly. Politics should take place in the chamber, "not in administrative appointments."
He concludes that the reform must be one of competence against partisan loyalty, of the general interest against clan interests, and of the impersonality of the State against its political capture.

Ils ne vont rien réformé. Quand on fonde sa gouvernance sur du mensonge, il ne faut pas s'attendre à un miracle. You reap what you sow.
Après avoir traité Le PR Sall dethniciste.. Ce M. lui a tressé les plus beaux lauriers. Ses camarades de parti avaient découvert sa transhumance dans la presse.
Candidat recalé aux parrainages, il a été pendant plusieurs années président de la Commission d'évaluation des PP. Quel a été son bilan ? Combien sa structure a coûté aux contribuables ? Bref ..
Si Diomaye ne veut plus entendre que Sonko est à l’origine de son élection, qu’il démissionne et organise une présidentielle anticipée pour l’affronter directement. Sinon, quelqu’un qui n’a même pas pu gagner dans son village natal, Ndiagagnao, manque de légitimité pour diriger le pays.
