Relations internationales du Sénégal : Thierno Lo décrit une diplomatie “de rue” qui mène à l’impasse
Former minister Thierno Lo offered his analysis of the economic failings, political ambiguities, and governance flaws that, according to him, continue to hinder Senegal's development. He debunks several misconceptions, clarifies accusations, and highlights a professional career built in the private sector well before his entry into politics.
Thierno Lo opens his remarks with a severe critique of the current approach to foreign relations. "Senegal does not need street diplomacy," but strategic action, rooted in solid development partnerships.
What affects him most, he says, is seeing "actors who have been at the heart of the State, particularly in the management of public finances, positioning themselves today as if they had no responsibility for what has been done."
He then refutes the existence of a hidden debt or a supposed “financial scheme.” “There has never been a hidden debt. What happened was a manipulation of the figures to artificially meet certain criteria. And this manipulation was only possible thanks to the high level of expertise of the Administration's agents, whose competence and patriotism I defend.”
To those who are surprised by his outspokenness, Thierno Lo replies that his courage stems from 35 years of experience in the private sector, far removed from political circles. He explains that he climbed every rung of the ladder. "I started in goods registration, then invoicing, transit, before managing departments, then an entire subsidiary. Nothing was handed to me."
This rigorous training, he says, taught him to understand products, control costs, manage teams, and achieve objectives without external support. "It's this results-oriented culture that I wanted to bring to the Administration," he confides. First as an advisor, then as a minister.
A unique relationship with the former president
Thierno Lo remembers the meetings where his technical notes were read line by line. Unlike other advisors, he says, he produced analyses in which he mastered every detail. It is this professionalism, he asserts, that explains why he was called upon to lead several ministries.
In each of these departments, he established an unshakeable principle: "I have never changed the civil servants in place. The State is not run with revenge or arbitrariness. We work with the people we find, for the Republic."
He also recalls a powerful gesture: having summoned all his predecessors to involve them in his vision. "The State is a continuum. No one begins history."
