Révision du Code électoral : Mohamed Ayib Daffé défend une procédure régulière
The president of the PASTEF/The Patriots parliamentary group, Mohamed Ayib Daffé, spoke about the revision of articles L29 and L30 of the Electoral Code adopted in a tense political context.
Invited to the program "Point de vue" this Sunday on RTS, the parliamentarian provided clarifications to the criticisms from the opposition who denounce a rushed procedure.
Faced with these accusations, the MP rejected any idea of haste, distinguishing the emergency procedure, which he describes as a legal mechanism framed by the Constitution and the internal regulations of the National Assembly, from any haste, arguing for the regularity of the approach.
According to him, all the steps were followed in accordance with the applicable rules. Addressing the controversy surrounding the holding of a plenary session a few days before a meeting between the Minister of the Interior and political parties, he emphasized the chronology, stating that the proposed law was submitted even before the announcement of this meeting. "Therefore, there is neither a clash of events nor an attempt to circumvent the political dialogue," he asserted.
He also stressed that this meeting, initiated by the Ministry of the Interior, constitutes an initial contact to share information on the electoral process.
The president of the PASTEF parliamentary group also recalled that the issue of electoral disqualifications during the national dialogue on the political system, held in 2025, had not resulted in any consensus, particularly on the role of the judge.
"Where some actors argued for the exclusive jurisdiction of the judge, PASTEF defends a dualist system. A model that combines the provisions of the Penal Code (allowing the judge to pronounce bans on civil and political rights) and those of the Electoral Code (which define certain electoral incapacities)," he recalled.
According to Mohamed Ayib Daffé, the reform aims to clarify and improve this system by addressing areas of uncertainty. He bases his argument in particular on a 2021 decision by the Constitutional Council, which upheld the system's constitutionality.
Faced with accusations of using force, the MP also defended the role of the National Assembly as a legitimate forum for democratic debate. He emphasized that discussions had taken place in committee, with the participation of opposition MPs, to allow for the expression of differing viewpoints.
While expressing openness to dialogue during the planned meeting with the Ministry of the Interior, Mohamed Ayib Daffé maintained that these discussions would not jeopardize the ongoing legislative initiative. "There is no contradiction between the two approaches," he declared.
He finally affirmed that the parliamentary majority is acting in accordance with its political commitments, assuming the responsibility to advance the reforms deemed necessary, even in the absence of consensus.
