Serigne Guèye Diop : « Notre ambition est de faire du Sénégal un modèle d’industrialisation en Afrique »
Senegal no longer wants just to consume; it wants to produce. This was the powerful message delivered by Serigne Guèye Diop at the steering committee meeting for the draft law on the promotion of industrialization. For the minister, the objective is to build an industrial model capable of attracting massive foreign direct investment (FDI) while establishing a "win-win" system.
“Our goal […] is to make Senegal a model of industrialization in Africa, a model to follow that attracts foreign direct instruments […], and that will allow us to immediately create a win-win system for all partners, including workers, investors, and customers, so that everyone can gain something from this perspective,” he said.
In the context of continental free trade, where Senegal competes with 54 other countries, the government is counting on a new piece of legislation deemed essential. This legal framework, which the minister hopes will be "attractive" and "inclusive," should allow the country to move beyond simply being a competitor and instead dominate the competition by offering solid guarantees to its financial partners.
"We need to build a legislative framework that meets the needs of our economy," the minister stressed, emphasizing the need to move beyond short-term strategies to promote more incentive-based and sustainable customs and tax policies.
According to the supervisory authority, as reported by Aps.sn, "patriotism and transparency will become the spearhead of this new policy," and "consultation and exclusivity must guide the government's new approach."
Recalling that Senegal injects 8 trillion FCFA into the importation of agri-food products, the minister stressed the urgency of stopping this financial hemorrhage through the local processing of products.
This new industrial policy will be based on solid reference documents, such as: the white paper on industrial and trade policy and a sectoral policy letter.
