The public conflict between Alioune Ndoye, Mayor of Dakar-Plateau, and Toussaint Manga, Director General of LONASE, has escalated. In a Facebook post titled "Transparency and truth at the heart of our responsibilities," the Mayor announced he would be taking legal action against the Director General of the National Lottery.

Alioune Ndoye denounces the "public insults" and "unjust and unfounded accusations" leveled by Toussaint Manga. In recent weeks, Mr. Manga had accused the Mayor of "fueling a family feud against a national institution."

Faced with these "damaging statements", Mayor Alioune Ndoye initiated a formal notice procedure with the Director General of LONASE.

According to the Mayor, Toussaint Manga initially refused to receive the document from November 7 to 10, 2025.

Once the summons was accepted, the CEO of LONASE "did not even deign to answer the four precise and fundamental questions" that were put to him, denounces Alioune Ndoye.

The questions, concerning the governance of LONASE and its facilities in the municipality, included:

What is the identity of Mr. Alioune Ndoye's daughter who is thriving with billions thanks to LONASE?

Where is the official municipal authorization allowing LONASE to occupy the public road?

Can he prove that the Commune of Dakar-Plateau was regularly paid for each LONASE canteen, over the years 2024 and 2025?

What evidence exists of a request for an appointment being made to Mr. Alioune Ndoye, and especially of his refusal?

Faced with this "silence and evasion," the Mayor officially announced his intention to take the matter to court. "I feel compelled to pursue legal action so that the slanderous accusations levelled against me and my family are punished as required by law, thus guaranteeing the honor and dignity of all," he declared.

Meanwhile, Alioune Ndoye recalled that the LONASE canteens located on the sidewalks of Dakar-Plateau were the subject of a new summons on November 3, 2025, ordering them to clear the public road before November 28, 2025.
