Tivaouane : Seynabou Gaye Touré dénonce le faible apport des entreprises minières et énergétiques dans la prise en charge des préoccupations des populations
"The department of Tivaouane is struggling to implement structuring projects for the benefit of the population, despite its significant mining and energy potential," according to the president of the Departmental Council, Seynabou Gaye Touré.
During a press conference, she called on mining and energy companies operating in the department to "rethink their practices." Ms. Touré denounced the limited contribution of these companies to addressing the concerns of local populations.
For her, the economic and social benefits are almost non-existent, while mining and energy activities generate negative impacts on the living conditions, the environment and the health of the population.
Seynabou Gaye Touré believes that "limiting oneself to corporate social responsibility (CSR), through the construction of a few classrooms, maternity wards or donations of medicines, is largely insufficient."
Before lamenting the refusal of some companies to sign binding CSR agreements that would require them to make structural investments.
For her, "no young person should be unemployed in the department and Tivaouane should not suffer from deficits in health infrastructure, at a time when the Mame Abdou Aziz Sy Dabakh hospital is facing many challenges, in a context of almost total silence from these companies."
She cited, among others, the Taïba Ndiaye wind farm, Synergie SA, the Tobène Power photovoltaic plant, costing 27 billion CFA francs, the Cheikh Anta Diop solar power plant, the Chemical Industries of Senegal (ICS) and Grande Côte Operations (GCO).
She believes that these structures could have supported the Departmental Council in financing a technical high school, for example.
According to her, the contracts that allowed these companies to establish themselves in the department give the departmental institution no leverage, as the sector falls under the purview of the central government. Thus, the council's role is limited to raising awareness and advocating with the directors general, who, she lamented, have remained deaf to her various appeals.
This situation prevents the Departmental Council from relying on these companies to carry out even a single project among the thirty or so included in the departmental development plan, she regrets.
The institution must therefore make do with the resources allocated by the State, in particular endowment and grant funds, the 2% of VAT, deemed insufficient, as well as decentralized cooperation.
