Urbanisme et Collectivités : Le Budget 2026 réduit de 11,3 %
The 2026 draft budget of the Ministry of Urban Planning, Territorial Communities and Territorial Development (MUCTAT) was adopted this Monday, November 17, 2025. Minister Balla Moussa Fofana defended a reduced budget, justified by an effort to rationalize and refocus public policies.
The overall budget for MUCTAT is set at 250.89 billion CFA francs for 2026, marking a reduction of 31.90 billion CFA francs, or -11.3%, compared to the 282.79 billion CFA francs of 2025.
Despite this reduction, the ministry retains a strategic role, focusing on structural investments and territorial balance.
The 2026 budget prioritizes the need to reconcile urbanization dynamics with the requirements of territorial equity:
Urban Planning: Urban modernization, with an emphasis on medium-sized cities, rapidly growing areas and at-risk areas.
Local Governance: Strengthening territorial governance by supporting local authorities in the exercise of their powers (decentralization).
Regional planning: Reducing regional disparities and improving the attractiveness of the national space.
Urban Infrastructure: Rehabilitation of secondary roads, public spaces and areas of spontaneous housing.
Sustainable Urban Planning: Promoting urban planning that integrates climate resilience and risk management.
The 2026 budget is a cornerstone for the implementation of the decentralization strategy. It will notably strengthen the technical and financial capacities of local authorities; improve land planning and land use control; and modernize territorial management tools (mapping, land registry, information systems).
