On the social network X, Pape Alé Niang announced the removal of the six vehicles donated to him from the RTS fleet, following a "sterile and unfounded controversy" among his staff. Idrissa Fall Cissé, a whistleblower, detected an inconsistency in the RTS director general's statements.
Indeed, Pape Alé Niang had stated that he received the vehicles before his appointment to RTS. However, on his social media account, he claimed that he was helped by friends after learning of the disastrous state of RTS's vehicle fleet, which was after his appointment. "Pape Alé, the six vehicles were given to RTS after your appointment as head of the organization, not before. They were received in August 2024, four months after you took over as director. In a broadcast on RSI in November 2024, you said it was a gift before your appointment, and in a tweet yesterday, you said that it was following a meeting with the drivers that you learned of the disastrous state of RTS's vehicle fleet. Unless you started holding meetings with staff even before your appointment," he points out.
The whistleblower also noted another incongruity in the RTS Director General's statement. "I find it particularly troubling how insistently Pape Alé Niang repeats that the six vehicles were given to him. Unless I'm mistaken, this is the third time he has said it publicly. However, in matters of public management, legality is not the only thing that counts: decency, perception, and setting a good example are just as essential," he added.
To shed light on the vehicles' origin, Idrissa Fall Cissé recalled the promise made by the new vice president of OFNAC, Birahim Seck, to open an investigation into the matter. He also brought up the precedent set by Cheikh Dieng, who was dismissed from ONAS for similar actions. "You should never have appropriated these vehicles for yourself, given your background and the watchdog role you played and assumed for nearly two decades. With each public statement on this issue, you dig yourself in deeper, and now you're even resorting to threats. As a reminder, Cheikh Dieng, the former director general of ONAS, was dismissed for accepting a gift from a partner of the organization he led. In a governance truly based on integrity, you wouldn't have lasted another day at the head of the director general," declared Idrissa Fall Cissé.
The whistleblower concludes with two essential questions, notably the accusations of nepotism following the organization of a fan zone entrusted to Pape Alé Niang's brother. "If, in three months as director general, you receive a gift of six vehicles, are we obligated to tolerate these kinds of practices for people who have been directors general, ministers, or close collaborators of a former president for 12 years? Regarding the organization of the fan zone during the last AFCON, awarded to your younger brother Thierno Niang, you should never have been involved, directly or indirectly, in a situation that smacks of nepotism. Even more serious, you claim that no contract binds your brother to RTS. Well, in that case, the question is simple: how did your younger brother end up at the heart of organizing the RTS fan zone?" the statement reads.
