The Ministry of Health and Public Hygiene officially launched the Health Services Quality Improvement Project (PAQSS) on Thursday, February 12, 2026. This initiative aims to sustainably transform hospital care in the Thiès and Diourbel regions. The ceremony marks a decisive step in the national strategy to strengthen the health system. "Quality care is not a luxury; it is a fundamental right for every citizen. It is the cornerstone of any effective and equitable health system," stated the Ministry's Secretary General, Serigne Mbaye Guèye.

Scheduled to run from July 2025 to July 2029, the PAQSS (Public Health Quality Improvement Program) covers nine hospitals—five in the Thiès region and four in the Diourbel region—as well as several referral health centers. Through this project, the Ministry aims to strengthen patients' trust in public health facilities. "When a patient walks through the doors of a health facility, they place their absolute trust in the system. They entrust what is most precious to them: their life, their health, and the health of their loved ones," emphasized the Secretary General.

Concrete objectives for a thorough reform

The project aims for measurable results, structured around several priority areas: strengthening monitoring and evaluation systems, ensuring the effective functioning of governance bodies, modernizing the hospital information system, and improving the referral and counter-referral system between hospitals and health centers. Beyond medical practices, the PAQSS (Program for the Improvement of Healthcare Quality and Safety) aims for a structural reform of hospital organization, emphasizing coordination and the use of health data.

In conclusion, on behalf of the Minister of Health, Serigne Mbaye Guèye called on the Directorate General of Health Establishments (DGES) and its technical departments to fully commit to achieving the set objectives. "Together, let's make quality care a daily reality for all Senegalese," he declared.
