Santé publique : un partenariat de 74,2 milliards de FCFA entre Dakar et Washington
Senegal and the United States of America have taken a new step in their health cooperation. On Friday, March 13, at the Ministry of Health and Public Hygiene, the two countries signed a five-year memorandum of understanding worth $135 million (74.2 billion CFA francs) aimed at sustainably strengthening the Senegalese health system.
According to the authorities, this memorandum of understanding marks a turning point in the strategic cooperation between the two partners, with the ambition of consolidating the autonomy and resilience of the national health system.
"This memorandum demonstrates our shared commitment to achieving lasting results and is in line with the U.S. global health strategy and adherence to the Senegal 2050 vision," said U.S. Embassy Chargé d'Affaires Jennifer Davis-Paguada.
The agreement is based on a co-financing mechanism. The United States will contribute $63 million (34.6 billion FCFA), while Senegal will mobilize $72 million (39.6 billion FCFA).
For the Minister of Health, Ibrahima Sy, this partnership is fully in line with the vision supported by the Senegalese authorities.
"This initiative places human capital, health sovereignty, the modernization of public services and territorial equity at the heart of public action," he stressed.
Beyond funding, this protocol sets out an ambitious roadmap to improve the performance of the Senegalese health system.
The priorities include reducing malaria and HIV cases and deaths, strengthening epidemic prevention and response, improving health security, and preparing for future health crises. "Our goal is simple: to work hand in hand with the Government of Senegal to sustainably improve the health of the population," stated Jennifer Davis-Paguada.
The partnership also includes strengthening epidemiological surveillance and emergency health response capacities to rapidly detect outbreaks of infectious diseases. Particular emphasis will be placed on developing laboratory systems, with the establishment of a national network meeting international standards, capable of identifying and characterizing pathogens with epidemic or pandemic potential.
The minister also focused on strengthening health supply chains to ensure the continued availability of essential medicines and inputs, particularly for the prevention and treatment of malaria and other priority diseases.
The protocol places human capital at the center, with increased support for frontline health workers and the gradual integration of skilled personnel into the national system.
The digital transformation of the sector is also a major focus of the agreement, with the deployment of the computerized patient record, the improvement of health data systems and the interoperability of national platforms.
For Dr Ibrahima Sy, this partnership goes beyond immediate actions and is part of Senegal's health strategy for 2030 and beyond.
"This is about promoting pharmaceutical sovereignty, health innovation, the elimination of malaria, pandemic preparedness and the sustainable strengthening of health system governance," he argued.
The objectives include reducing maternal and infant mortality, accelerating the fight against HIV and malaria, strengthening vaccination programs, and improving the quality of health data. "The signing of this memorandum of understanding is not an end in itself. It marks the beginning of a new phase of concerted action, based on transparency, performance, and measurable results," the minister said.
In addition to this memorandum, the two parties also signed an agreement on the sharing of aggregated statistical data. According to the authorities, this agreement concerns only non-individual and non-personally identifiable data, in strict compliance with national data protection regulations. This information will be used exclusively for monitoring and evaluating the performance indicators of interventions funded under the partnership.
