Sénégal : Le SAMES dénonce un retard “inacceptable” dans le paiement des salaires du personnel de santé
The Autonomous Union of Doctors, Pharmacists and Dental Surgeons of Senegal (SAMES) strongly denounced, this Sunday, November 16, 2025, the non-payment of salaries of several contract health workers under the Ministry of Health and Public Hygiene (MSHP).
According to the trade union, many doctors, pharmacists, dentists and other staff are still waiting for their pay after a long delay, a situation described as a “major administrative error”.
A serious breach of the continuity of public service
In its statement, SAMES condemns a situation of “exceptional gravity”, believing that it undermines the professional dignity of the agents and further weakens an already fragile health system.
The union strongly reiterates that the payment of wages is a fundamental right, which cannot be tolerated through “negligence, delay or approximation”.
For SAMES, the responsibility lies entirely with the State and the Ministry of Public Health and Population (MSHP), which are responsible for the regular payment of public and contract employees. The repeated delays, it laments, reflect “clear failings,” demoralize the teams, and undermine confidence in the institutions responsible for protecting public health.
The union denounces an “institutional nonchalance”
SAMES strongly condemns what it calls “institutional negligence,” arguing that it humiliates workers and disrupts the functioning of the public health service. Despite the lack of compensation, it emphasizes, the professionals involved continued to carry out their duties with a strong sense of duty. The union praises this commitment as “exemplary.” “No serious institution can demand such a sacrifice without assuming the moral and administrative responsibility,” SAMES insists.
Faced with what it considers a serious error, the union is demanding clear and official explanations from the government and the Ministry of Health and Population (MSHP) regarding the causes of the delay. It is also calling for the permanent securing of the payment system to prevent any recurrence.
SAMES warns that it will take all actions deemed necessary, within the legal framework, to defend workers' rights and guarantee the regularity of their remuneration.
Vigilance surrounding the Senegalese Pharmaceutical Regulatory Agency
Addressing the situation at the Senegalese Pharmaceutical Regulatory Agency (ARP), the union states that it is closely monitoring developments. It asserts that no form of intimidation, pressure, or unjustified sanction against ARP staff will be tolerated. Any attempt at retaliation or silencing “will be immediately denounced and combated with the utmost firmness.”
In conclusion, SAMES reiterates its unwavering commitment to defending the professional dignity of its members, because “a delayed salary is unacceptable: it is a serious breach, a social injustice and a direct violation of staff rights”.
