20 ans de lutte contre les flux illicites : la Centif trace sa feuille de route 2025‑2029
The National Financial Intelligence Processing Unit (CENTIF) celebrated its 20th anniversary on November 27, 2025, at a symposium dedicated to the evolution of the fight against money laundering, terrorist financing, and illicit financial flows. Financial and monetary authorities, including the Ministry of Finance and the Central Bank of West African States (BCEAO), highlighted the institution's gradual transformation, evident in the steady increase in suspicious transaction reports, the professionalization of its teams, and improved communication with financial stakeholders. The modernization of its tools, particularly the e-Delta platform, has automated some analyses and enhanced the quality of reports, marking a turning point in the operational processing of information.
The unit highlighted the priorities of its 2025-2029 strategic plan, which aims to consolidate internal expertise, deepen regional integration and better address emerging risk types such as crypto-assets, cyber fraud or informal financing channels.
The institution emphasizes its functional autonomy, a fundamental point for guaranteeing the impartiality of analyses and the robustness of the national due diligence system. The increase in referrals to the financial prosecutor's office demonstrates improved data sharing and a strengthened capacity to guide judicial investigations.
This celebration marks the beginning of a new phase where technological challenges play a decisive role. The rise of digital transactions, the rapid evolution of criminal methods, and the sophistication of transnational networks necessitate constant adaptation.
International cooperation is also becoming more crucial, as effectiveness depends on the seamless exchange of information with foreign intelligence units and alignment with FATF standards. The Senegalese financial surveillance system is thus at a pivotal moment, with the opportunity to consolidate two decades of achievements and strengthen its capacity to detect and prevent financial threats affecting an increasingly open and digitalized economy.
